วันที่ 15 พฤศจิกายน 2566 เวลา 09.30 น. นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ให้การต้อนรับ คุณศุภจี สุธรรมพันธุ์ ประธานเจ้าหน้าที่บริหารกลุ่มบริษัท ดุสิตธานี จำกัด (มหาชน) และคณะ ในโอกาสเข้าพบเพื่อแสดงความยินดีเนื่องในโอกาสเข้ารับตำแหน่งและหารือเรื่องการสนับสนุนและแก้ไขปัญหาการขาดแคลนแรงงานในภาคอุตสาหกรรมการท่องเที่ยวโดยมี นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายภุชงค์ วรศรี ประจำสำนักเลขาธิการนายกรัฐมนตรี ปฏิบัติหน้าที่ประจำกระทรวงแรงงาน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน พร้อมด้วย ผู้บริหารระดับสูงกระทรวงแรงงาน เข้าร่วม ณ ห้องจัตุมงคล ชั้น 6 อาคารกระทรวงแรงงาน
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยว่า ตามที่ผู้ประกอบการธุรกิจโรงแรมประสบปัญหาขาดแคลนแรงงานในภาคอุตสาหกรรมการท่องเที่ยว โดยเฉพาะธุรกิจโรงแรมไทยที่เปิดให้บริการในต่างประเทศ ขาดแคลนแรงงานไทยให้บริการในโรงแรม ตำแหน่งพนักงานนวด กับเชฟ และต้องการพัฒนาทักษะฝีมือแรงงานแรงงานก่อนเข้าสู่ตลาดแรงงานนั้น ในเรื่องนี้กระทรวงแรงงานไม่ได้นิ่งนอนใจ และเร่งแก้ไขปัญหาดังกล่าว โดยในวันนี้ผมได้มอบหมายให้ นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน และ นางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน ดูแลในเรื่องนี้แล้ว ซึ่งในอนาคตจะมีการประชุมร่วมกันกับสมาคม ชมรม ผู้ประกอบการด้านท่องเที่ยวและบริการ เพื่อหารือรับทราบความต้องการแรงงานรวมทั้งบูรณาการความร่วมมือในการแก้ไขปัญหาขาดแคลนแรงงานภาคการท่องเที่ยวบริการร่วมกัน
“ ขอให้ดุสิตธานี แจ้งมายังกระทรวงแรงงานว่าต้องการแรงงานจำนวนเท่าใด เพื่อกระทรวงแรงงานจะได้หาวิธีเชื่อมไปยังรัฐบาลของประเทศนั้นๆ เพื่อจะได้ขยายตลาดแรงงานและโอกาสในการส่งคนไทยไปทำงานในต่างประเทศได้มากขึ้น ขณะเดียวกัน จะพัฒนาทักษะฝีมือเด็กที่จบใหม่ และยังไม่มีงานทำ เพื่อ upskill ให้เป็นแรงงานฝีมือระดับสูง เข้าสู่ภาคแรงงานให้มากที่สุด ” นายพิพัฒน์ กล่าว
ด้านนายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน กล่าวเพิ่มเติมว่า สำหรับภาคธุรกิจที่ต้องการแรงงาน ยังสามารถติดต่อมายังกรมการจัดหางานได้ ซึ่งจะมีแรงงานที่ลงทะเบียนหางานไว้กับระบบของกรมการจัดหางาน โดยสถานประกอบการสามารถค้นหาผู้สมัครงานที่มีคุณสมบัติตามที่ต้องการได้ ในส่วนของต่างประเทศ กระทรวงแรงงานยังมีสำนักงานแรงงานในต่างประเทศ ที่ปัจจุบันมีจำนวน 12 แห่ง ซึ่งสถานประกอบการสามารถแจ้งความต้องการแรงงานไทยไปยังสำนักงานแรงงานที่อยู่ในต่างประเทศได้เช่นกัน ส่วนการพัฒนาฝีมือแรงงานโดยเฉพาะด้านอาหารไทยนั้น ที่ผ่านมากรมพัฒนาฝีมือแรงงานเคยมีความร่วมมือกับดุสิตธานีแล้ว ซึ่งจะมีการฝึกพัฒนาฝีมือด้านอาหาร และได้รับใบรับรอง เพื่อเป็นมาตรฐานเดียวกัน

The Secretariat to the Labour Minister, Mr. Aree Krainara, from the Prime Minister’s Secretariat’s Office, performing duties for the Ministry of Labour, Mr. Phuchong Worasri, the Permanent Secretary of Labour, Mr. Phairoj Chotikasatian, and the Ministry of Labour’s executives joined the occasion at the Chatumongkol Room, 6th floor, Ministry of Labour.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, said that according to hotel business operators, there is a labour shortage in the tourism industry, especially in Thai hotel businesses operating abroad. There is a shortage of Thai hotel workers, especially massage therapists and chefs. There is also a desire to develop workers’ skills before entering the labour market. The Ministry of Labour is hastening to resolve such issues. Today, he assigned the Permanent Secretary of Labour, Mr. Phairoj Chotikasatian, and the Department of Skill Development’s Director-General, Ms. Bubpha Rueangsud, to handle this matter. In the future, there will be joint meetings with associations, networks, and tourism and service entrepreneurs to discuss and acknowledge labour needs and integrate efforts in solving the labour shortage problem in the shared service tourism sector.
“I ask that the Dusit Thani inform the Ministry of Labour of how many workers are needed so that the Ministry of Labour can find a way to connect to the government of relevant countries to expand the labour market and have the opportunity to send more Thai people overseas. At the same time, the Ministry of Labour will work on developing new graduates’ skills as much as possible, particularly those that don’t have a job, to upskill them to highly skilled workers for the labour sector,” said Mr. Phiphat.
The Permanent Secretary of Labour, Mr. Phairoj Chotikasatian, said that business sectors that need workers can also contact the Department of Employment, where there will be registered job seekers in the Department of Employment’s system. Companies can search for job applicants with the desired qualifications. The Ministry of Labour also has overseas labour offices in 12 locations. Companies can also report their needs for Thai workers to the labour offices located abroad. As for developing labour skills, especially in Thai food, the Department of Skill Development has worked with Dusit Thani before. There will be training in developing food skills, where participants will be awarded certificates to certify their standards.
