วันที่ 30 มกราคม 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานพิธีมอบประกาศนียบัตรให้แก่แรงงานไทยที่ผ่านการฝึกอบรมและทดสอบฝีมือเพื่อคนหางาน พร้อมเยี่ยมชมการฝึกอบรมสาขาช่างเชื่อม ฟลักซ์คอร์ 3 จี ก่อนไปทำงานในอุตสาหกรรมอู่ต่อเรือ ประเทศเกาหลีใต้ โดยมี นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน ผู้บริหารระดับสูงกระทรวงแรงงาน ร่วมเป็นเกียรติในพิธี นายคมสันต์ ญาณวัฒนา รองผู้ว่าราชการ จังหวัดปทุมธานี นางสาวอรัญญา สกุลโกศล ประธานที่ปรึกษาสมาคมนายจ้างส่งเสริมแรงงานไทย ผู้ประกอบการภาคเอกชน และหัวหน้าส่วนราชการหน่วยงานในสังกัดกระทรวงแรงงานจังหวัดปทุมธานี ร่วมให้การต้อนรับ ณ สถานทดสอบฝีมือแรงงาน เคทีซี ตำบลลาดสวาย อำเภอลำลูกกำ จังหวัดปทุมธานี
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยว่า การเตรียมความพร้อมให้แรงงานไทยไปทำงานต่างประเทศนั้น ทักษะภาษาอังกฤษนับเป็นทักษะที่สำคัญอย่างยิ่ง เพราะต้องใช้ในการสื่อสารให้สามารถทำงานได้อย่างถูกต้อง รวมถึงต้องใช้ติดต่อสื่อสารในการดำรงชีวิตประจำวัน ดังนั้น ผู้ที่ผ่านการทดสอบทักษะฝีมือเพื่อไปทำงานต่างประเทศต้องได้รับการฝึกทักษะด้านภาษาควบคู่กันไปด้วย ต้องขอชื่นชมผู้ที่ผ่านการฝึกอบรม ซึ่งได้ทราบว่ามีจำนวนทั้งสิ้น 120 คน เป็นผู้ที่ผ่านการทดสอบทักษะฝีมือเพื่อไปทำงานต่างประเทศ ด้านงานเชื่อม รวมถึงผ่านการอบรมในด้านอื่น ๆ เพิ่มเติม อาทิ ผ่านการฝึกอบรมความรู้สัญญาณเครน (Rigger) การฝึกอบรมการขับรถบูมลิฟท์ เอ็กลิฟท์ การติดตั้งนั่งร้านแบบริงล็อค การเคลื่อนย้ายสิ่งของในที่สูง และความปลอดภัยในที่ทำงาน ทำให้เชื่อมั่นว่าผู้ที่ผ่านฝึกอบรมในครั้งนี้มีความรู้ ทักษะ และสามารถไปทำงานในต่างประเทศในฐานะแรงงานฝีมือ มีรายได้เลี้ยงตัวเองและส่งกลับมายังครอบครัว เพื่อนำรายได้เข้าสู่ประเทศต่อไป
รัฐมนตรีว่าการกระทรวงแรงงาน กล่าวต่อไปว่า สถานทดสอบฝีมือแรงงาน เคทีซี ตำบลลาดสวาย อำเภอลำลูกกำ จังหวัดปทุมธานี เป็นสถานทดสอบฝีมือคนหางานเพื่อไปทำงานต่างประเทศ ที่ได้รับอนุญาตให้เป็นสถานทดสอบฝีมือจากกรมพัฒนาฝีมือแรงงาน โดยมีหน่วยงานในพื้นที่เป็นผู้อนุญาตคือ สถาบันพัฒนาฝีมือแรงงาน 14 ปทุมธานี ซึ่งสถานทดสอบฝีมือ เคทีซี ได้รับอนุญาตให้ดำเนินการทดสอบฝีมือคนหางาน ใน 4 สาขา ได้แก่ 1. สาขาช่างเชื่อม มีทั้ง ช่างเชื่อมไฟฟ้า ช่างเชื่อมประกอบโครงสร้าง ช่างประกอบท่อ ช่างเชื่อมเอ็กซเรย์ ช่างเชื่อมก๊าซ ช่างตัดโลหะ ช่างทำท่อส่งลมและโลหะแผ่นบาง และช่างหุ้มฉนวน 2. สาขาช่างไฟฟ้าและอิเล็กทรอนิกส์ ประกอบด้วย ช่างไฟฟ้าอาคาร ช่างไฟฟ้าโรงงานหรือช่างไฟฟ้าอุตสาหกรรม และช่างทำความเย็นและปรับอากาศ 3. สาขาช่างยนต์ ประกอบด้วย ช่างเครื่องยนต์เบนซิน ช่างสีรถยนต์ พนักงานขับรถยนต์ และพนักงานควบคุมเครื่องจักรกลหนัก 4. สาขาช่างก่อสร้าง ประกอบด้วย ช่างเหล็กเสริมคอนกรีต ช่างไม้แบบ ช่างประปา (สุขภัณฑ์/เดินท่อ/ประกอบท่อ) ช่างปูกระเบื้อง ช่างฉาบปูน ช่างก่ออิฐ ช่างสีอาคาร ช่างประกอบนั่งร้าน และพนักงานให้สัญญาณเครน ซึ่งการทดสอบฝีมือดังกล่าวจะทำตามแบบที่นายจ้างกำหนด
“ขอขอบคุณสมาคมนายจ้างส่งเสริมแรงงานไทย และคณะทำงานเพื่อเตรียมความพร้อมด้านศักยภาพของแรงานไทยเพื่อไปทำงานในต่างประเทศและผู้เกี่ยวข้องที่ทำให้แรงงานไทยได้มีโอกาสไปทำงานในต่างประเทศ ช่วยให้มีงานทำ และมีรายได้กลับเข้าประเทศไทยด้วย” รมว.พิพัฒน์ กล่าว
ด้าน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน กล่าวว่า กระทรวงแรงงานได้ร่วมกับสมาคมนายจ้างส่งเสริมแรงงานไทย จัดตั้งสถานทดสอบฝีมือแรงงาน เคทีซี ซึ่งที่นี้เป็นทั้งศูนย์ฝึกอบรมและศูนย์ทดสอบฝีมือแรงงานอีกด้วย ซึ่งเป็นความร่วมมือระหว่างกรมการจัดหางาน กรมพัฒนาฝีมือแรงงาน ในการพัฒนาศักยภาพของแรงงานก่อนจัดแรงงานไทยออกไปทำงานในต่างประเทศ ซึ่งปัจจุบันสาขาช่างเป็นที่ต้องการของตลาดแรงงานอุตสาหกรรมในต่างประเทศ ซึ่งยังต้องการแรงงานรุ่นใหม่เป็นจำนวนมากกระทรวงแรงงานจึงได้ร่วมมือกับภาคเอกชนในการให้แรงงานเหล่านี้ได้มา Up skill ให้สอดคล้องกับความต้องการของนายจ้าง เพื่อให้ได้รับค่าจ้างที่สูงขึ้น โดยเฉพาะ เกาหลีใต้ และอีกหลายประเทศ ค่าจ้างเริ่มต้น 50,000 บาท ไปจนถึงหลักแสนบาทต่อเดือน

On January 30, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, chaired the ceremony to present certificates to Thai workers who passed training and skill assessments for job seekers. He also paid a visit to the Flux Core 3G welding training in preparation for work in the shipyard industry in South Korea. The Permanent Secretary of Labour, Mr. Pairoj Chotiksetian, and the Ministry of Labour’s senior executives joined in honour of the ceremony. Pathum Thani Provincial Governor, Mr. Khomsan Yanwattana, Advisory Chairperson of the Employers Promotion of Thai Workers Association, Ms. Aranya Sakulkoson, business from the private sector and heads of government agencies under the Ministry of Labour in Pathum Thani Province joined in giving a welcome at the KTC Skill Assessment Center, Lat Sawai Subdistrict, Lam Luk Kam District, Pathum Thani Province.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, said that in preparing Thai workers to work abroad, English language skills are extremely important as they are used in communications for effective work and daily life. Therefore, those who pass the skills assessment to work abroad must also receive language skills training. He praised those who have completed the training, in which a total of 120 people have passed the skills assessment to work abroad in welding work, including additional training in other areas, such as crane signal knowledge (rigger), driving boom lifts and ex-lifts, installing ring lock scaffolding, moving things in high places and workplace safety. It is believed that those who pass this training will have the knowledge, skills, and capabilities to work abroad as skilled workers, have an income to support themselves and their families and contribute income to the country.
The Labour Minister continued that the KTC Skill Assessment Center in Lat Sawai Subdistrict, Lam Luk Kam District, Pathum Thani Province, assesses the skills of job seekers looking for work abroad. It is licensed as a skill testing facility by the Department of Skill Development, permitted by the local agency, namely the Pathum Thani Skill Development Institute 14. The KTC Skill Assessment Center is permitted to assess the skills of job seekers in 4 fields: 1. Welding, including electric welders, structural welders, pipe fitters, x-ray welders, gas welders, metal cutters, air pipe and thin sheet metal makers, and insulating technicians. 2. Electrical and electronics technicians include building electricians, factory electricians or industrial electricians, and refrigeration and air conditioning technicians. 3. Automotive mechanics, including gasoline engine mechanics, car paint technicians, car drivers, and operators of heavy machinery. 4. Construction technicians, including concrete reinforcement technicians, pattern carpenters, plumbers (sanitary ware/piping/pipe assembly), tiling technicians, plastering technicians, bricklayers, building painters, scaffolding assemblers, and crane signal operators. The said skill assessments will be done in the format specified by the employer.
“Thank you to the Employers Promotion of Thai Workers Association and a working group in preparing Thai workers for work abroad and those involved in giving Thai workers the opportunity to work abroad, helping them with employment and bringing income back to Thailand,” said Mr. Phiphat.
The Permanent Secretary of Labour, Mr. Pairoj Chotiksetian, said that the Ministry of Labor has joined with the Employers Promotion of Thai Workers Association to establish the KTC Skill Assessment Center, which is both a training and skill assessment center. It is a collaboration between the Department of Employment and the Department of Skill Development aimed to develop the potential of Thai workers before they go abroad to work. Workers in engineering are currently in demand in the overseas industrial sector. There is still a need for many new-generation workers. Therefore, the Ministry of Labour has collaborated with the private sector to provide these workers with skills that are up to par with the needs of employers to get higher wages, especially in South Korea and many other countries. Wages start from 50,000 Baht to hundreds of thousands of Baht per month.
