วันที่ 15 มกราคม 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ลงพื้นที่เพื่อรับฟังบรรยายสรุปผลการดำเนินงาน เยี่ยมชมสถานประกอบการด้านการบริหารจัดการด้านความปลอดภัยในการทำงาน โครงการแรงงานพันธุ์ดีตามวิถีเศรษฐกิจพอเพียงของบริษัท ไทยสแตนเลย์การไฟฟ้า จำกัด (มหาชน) และร่วมหารือเรื่อง แนวคิดการพัฒนาทักษะอาชีพที่สอดรับกับความต้องการของโลกใบใหม่ โดยมี นายสิรภพ ดวงสอดศรี ผู้ช่วยรัฐมนตรีประจำกระทรวงแรงงาน นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายภุชงค์ วรศรี ประจำสำนักเลขาธิการนายกรัฐมนตรี ปฏิบัติหน้าที่ประจำกระทรวงแรงงาน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน พร้อมด้วยผู้บริหารระดับสูงกระทรวงแรงงาน เข้าร่วม นายอภิชาต ลี้อิสสระนุกูล ประธานกรรมการ บริษัท ไทยสแตนเลย์การไฟฟ้า จำกัด (มหาชน) นายภาสกร บุญญลักษม์ ผู้ว่าราชการจังหวัดปทุมธานี หัวหน้าส่วนราชการหน่วยงานสังกัดกระทรวงแรงงานจังหวัดปทุมธานี ร่วมให้การต้อนรับ ณ บริษัท ไทยสแตนเลย์การไฟฟ้า จำกัด (มหาชน) ถ.บางพูน – รังสิต ต.บ้านกลาง อ.เมือง จ.ปทุมธานี
นายพิพัฒน์ กล่าวว่า ในวันนี้ผมขอขอบคุณท่านผู้ว่าราชการจังหวัดปทุมธานี ประธานหอการค้าและประธานอุตสาหกรรม และผู้บริหารบริษัทไทยสแตนเลย์การไฟฟ้าที่ให้การต้อนรับเป็นอย่างดี การลงพื้นที่ในวันนี้เพื่อเยี่ยมบริษัทไทยสแตนเลย์การไฟฟ้า ซึ่งที่นี่ได้รับรางวัลด้านการบริหารจัดการด้านความปลอดภัยในการทำงานระดับประเทศ และระดับภูมิภาคเอเชีย ตลอดจนภาคการศึกษาและหน่วยงานราชการอื่นๆ ที่เกี่ยวข้อง สอดรับกับทิศทางการทำงานในปัจจุบันที่ต้องร่วมมือกัน หากมองย้อนกลับไปทุกคนจะเห็นความเปลี่ยนแปลงในภาคแรงงานที่ไม่สามารถปฏิเสธได้ คือ มีการใช้ AI และ Robot ในการทำงานแทนคน โดยเฉพาะการผลิตในภาคอุตสาหกรรม ภาวะการเปลี่ยนแปลงที่เกิดขึ้นสะท้อนการพัฒนา “คน” หรือเรียกกันว่าพัฒนา “ต้นทุนมนุษย์” เพื่อให้มีความรู้และมีทักษะสอดรับกับการใช้การเทคโนโลยีในการทำงาน อย่างน้อยมีความรู้ขั้นพื้นฐานที่สามารถควบคุม บริหารจัดการการทำงานของ AI และ Robot ให้ทำงานได้ ถ้ายิ่งสามารถยกระดับทักษะให้เขียนโปรแกรม AI หรือ Robot ได้ ก็จะดีขึ้นไปอีก
นายพิพัฒน์ กล่าวต่อว่า จังหวัดปทุมธานีเป็นจังหวัดที่มีศักยภาพ เป็นเมืองแห่งอุตสาหกรรมมีสถานประกอบการ 20,405 แห่ง มีแรงงาน 911,854 คน มีแรงงานต่างด้าว 185,828 คน แต่มีปัญหาด้านแรงงานน้อยมาก การลงพื้นที่มาหารือในวันนี้จึงเป็นโอกาสดีที่จะพัฒนาจังหวัดปทุมธานีให้สามารถเป็นกำลังสำคัญในการขับเคลื่อนประเทศไทยได้ โดยใช้การพัฒนาทักษะกำลังคนที่สอดคล้องกับนวัตกรรมใหม่ๆ มาใช้ยกระดับภาคอุตสาหกรรมของจังหวัด เพิ่มขีดสามารถในการแข่งขันทั้งระดับจังหวัดและระดับประเทศต่อไป“ผมเชื่อว่ามีความเป็นไปได้ภายใต้ความร่วมมือของกระทรวงแรงงาน และ หน่วยงานภาคการศึกษาในการผลิตคน ตามที่ภาคสถานประกอบการบ่งชี้ถึงความต้องการด้านแรงงาน จำนวนคน/สาขาความต้องการ เพื่อให้หน่วยผลิตทราบว่าจะต้องผลิตสาขาใด ในจำนวนที่พอเหมาะเท่าไหร่ เพื่อให้สอดรับกัน ดังนั้น ความร่วมมือกันระหว่างหน่วยงานต่างๆ จะนำไปสู่ความสำเร็จ ประเทศสามารถพัฒนาได้อย่างตรงจุด ลดภาระงบประมาณของประเทศได้อีกด้วย” นายพิพัฒน์ กล่าว
สำหรับบริษัท ไทยสแตนเลย์การไฟฟ้า จำกัด (มหาชน) เป็นสถานประกอบกิจการประเภทนำเข้าและจำหน่ายหลอดไฟและอุปกรณ์ให้แสงสว่างสำหรับยานพาหนะ มีความร่วมมือกับกระทรวงแรงงาน โดยบริษัทได้มีการดำเนินการฝึกอบรมให้ลูกจ้างตาม พ.ร.บ.ส่งเสริมการพัฒนาฝีมือแรงงาน ส่งพนักงานเข้ารับการฝึกอบรมยกระดับฝีมือหลักสูตรการขับรถโฟล์คลิฟต์ และความร่วมมือในการฝึกอบรมด้านเทคโนโลยี นอกจากนี้ บริษัทยังได้เข้าร่วมโครงการแรงงานพันธุ์ดีตามวิถีเศรษฐกิจพอเพียงนำแนวคิดหลักปรัชญาเศรษฐกิจพอเพียงมาจัดเป็นสวัสดิการ ในด้านพัฒนาคุณภาพชีวิตพนักงาน เพื่อลดภาระค่าใช้จ่ายในภาวะค่าครองชีพสูง โดยจัดสรรพื้นที่ดินด้านหลังโรงงานเพาะปลูกพืชผักสวนครัว ให้พนักงานที่สนใจและชื่นชอบการเกษตรร่วมกันเพาะปลูกและนำผลผลิตมาบริโภคหรือจำหน่ายโดยใช้เวลาหลังเลิกงานดูแลแปลงพืชผักที่ตนเองรับผิดชอบทำให้พนักงานมีกิจกรรมร่วมกันและสร้างความสามัคคีภายในองค์กรเพิ่มขึ้นอีกด้วย
On January 15, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, visited the area to receive a briefing on operational results, to visit an establishment regarding work safety management, and the quality worker project, following the sufficiency economy method of Thai Stanley Electricity Public Company Limited. He joined in the discussion on ideas for developing occupational skills in line with the needs of the new world. The Assistant to the Labour Minister, Mr. Siraphop Duangsodsri, the Assistant to the Labour Minister, Mr. Siraphop Duangsodsri, from the Prime Minister’s Secretariat’s Office, performing duties for the Ministry of Labour, Mr. Phuchong Worasri, the Permanent Secretary of Labour, Mr. Phairoj Chotikasatian, and the Ministry of Labour’s executives joined. The Chairman of the Board of Directors, Thai Stanley Electric Public Company Limited, Mr. Apichat Leeissaranukul, Pathum Thani Provincial Governor, Mr. Phasakorn Boonyalak, and heads of government agencies under the Ministry of Labour in Pathum Thani Province joined in welcoming them at Thai Stanley Electric Public Company Limited, Bang Phun – Rangsit Road, Ban Klang Subdistrict, Mueang District, Pathum Thani Province.
Mr. Phiphat said that today, he thanked the Governor of Pathum Thani Province, the President of the Chamber of Commerce and President of Industry, and the executives of Thai Stanley Electric for their warm welcome. Today’s field visit was to Thai Stanley Electric. This company received a national and Asian regional award for occupational safety management, as well as from the education sector and other related government agencies, in line with the current work direction that requires cooperation. Looking back, changes in the labour sector are evident, namely the use of AI and robots for work replacing people, especially production in the industrial sector. The state of change reflects the development of “people” or what is called “human capital” to have knowledge and skills consistent with the use of technology in the workplace, having at least basic knowledge to control and manage the work of AI and robots. If workers are able to upgrade their skills to program AI or robots, it will be even better.
Mr. Phiphat continued that Pathum Thani Province is an industrial city with 20,405 establishments, 911,854 workers, 185,828 foreign workers, and very few labour problems. Visiting the area to have discussions today was a good opportunity to develop Pathum Thani Province so that it can be an important force in driving Thailand forward through the development of manpower skills consistent with innovations to be used to upgrade the province’s industrial sector. It will continue to increase competitiveness at both the provincial and national levels. “I believe that it is possible under the cooperation of the Ministry of Labour and the education sector to produce manpower as required by companies in terms of quantity and capabilities so that production units know which areas would be focused on and what amount to aim towards to be consistent. Therefore, cooperation between various agencies will lead to success. The country can develop in the right way. It can also reduce the burden on the country’s budget,” Mr. Phiphat said.
Thai Stanley Electric Public Company Limited is a business establishment that imports and sells bulbs and lighting equipment for vehicles. There is a collaboration with the Ministry of Labour, in which the company provides training to employees following the Skill Development Promotion Act. It sends employees to training to upgrade their forklift driving skills and collaborates on technology training. In addition, the company has also joined the project to produce quality workers following sufficiency economy methods, whereby applying sufficiency economy philosophy principles to provide welfare. It strives to provide a good quality of life for employees to reduce the burden of expenses in a high-cost living situation. It has allocated land behind the factory to grow vegetables, allowing employees who are interested in and enjoy agriculture work to cultivate and bring produce for consumption or sale by spending time after work taking care of the vegetable plots that they are responsible for. This allows employees to have joint activities and create more unity within the organization.
