วันที่ 2 กุมภาพันธ์ 2567 เวลา 10.00 น. นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานเปิดโครงการประกันสังคมทั่วไทย สู่แรงงานภาคอิสระ รุ่นที่ 1 โดยมี นางนิศากร วิศิษฎ์สรอรรถ ผู้ว่าราชการจังหวัดพัทลุง นายภุชงค์ วรศรี ประจำสำนักเลขาธิการนายกรัฐมนตรี ปฏิบัติหน้าที่ประจำกระทรวงแรงงาน นายภูมิพัฒน์ เหมือนจันทร์ โฆษกกระทรวงแรงงาน (ฝ่ายการเมือง) นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม หัวหน้าส่วนราชการกระทรวงแรงงานจังหวัดพัทุลง ผู้ประกันตน เครือข่าย ผู้เข้าร่วมโครงการฯ พร้อมประชาชนในพื้นที่ให้การต้อนรับ ณ โรงแรมร้อยทองรีสอร์ท จังหวัดพัทลุง
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน กล่าวว่า กระทรวงแรงงานมีความมุ่งมั่นตั้งใจในการสร้างหลักประกันทางสังคมให้กับผู้ใช้แรงงานทั่วประเทศ เพราะแรงงานถือเป็นฟันเฟืองที่มีความสำคัญในการขับเคลื่อนระบบเศรษฐกิจของชาติ ไม่ว่าจะเป็นแรงงานในระบบหรือนอกระบบควรได้รับการคุ้มครอง และมีหลักประกันในการดำรงชีวิตที่ดี อีกทั้งมีความพร้อมในการประกอบอาชีพเพื่อพัฒนาประเทศ ตามนโยบายของกระทรวงแรงงาน “การสร้างรากฐานเศรษฐกิจ พัฒนาคุณภาพชีวิตด้วยการคุ้มครองแรงงาน” โดยในวันนี้ ผมได้รับเกียรติเป็นประธานเปิดโครงการประกันสังคมทั่วไทย สู่แรงงานภาคอิสระ รุ่นที่ 1 ที่จังหวัดพัทลุง ซึ่งพัทลุงถือเป็นเมืองที่มีธรรมชาติที่สวยงาม มีความสำคัญด้านศิลปะ วัฒนธรรม เป็นต้น
นายพิพัฒน์ กล่าวต่อว่า พัทลุงยังเป็นถิ่นกำเนิดของศิลปะการแสดงที่ขึ้นชื่ออย่างมโนราห์ และหนังตะลุงซึ่งตกทอดเป็นมรดกทางวัฒนธรรมของภาคใต้ อีกทั้ง พัทลุงมีผู้ประกันตนมาตรา 40 จำนวนทั้งสิ้น 53,566 คน ที่ประกอบด้วย ผู้ประกอบอาชีพอิสระกลุ่มต่างๆ เช่น กลุ่มผู้รับจ้างทั่วไป กลุ่มเกษตรกร กลุ่มแปรรูปอาหาร ที่ยังขาดการคุ้มครองตามหลักประกันสังคมมาตรา 40 อีกเป็นจำนวนมาก และเป็นจังหวัดที่มีผู้ประกันตนส่งเงินสมทบต่อเนื่องมากเป็นลำดับที่ 1 ของภาคใต้ และเป็นลำดับที่ 6 ของประเทศ ทั้งนี้ โครงการประกันสังคมทั่วไทย สู่แรงงานภาคอิสระ จัดขึ้นเพื่อเป็นการรณรงค์เชิญชวนกลุ่มผู้ประกอบอาชีพอิสระ ให้เข้าถึงหลักประกัน โดยประกันสังคมมาตรา 40 ได้ให้ความคุ้มครองแก่ผู้ประกันตนทั้งสิ้น 5 กรณี ไม่ว่าจะเป็นการคุ้มครองกรณีเงินทดแทนการขาดรายได้จากการเจ็บป่วย กรณีทุพพลภาพ กรณีเสียชีวิต กรณีชราภาพ และกรณีสงเคราะห์บุตร ในปัจจุบันทั่วประเทศมีผู้ประกันตนตามมาตรา 40 จำนวน 10,958,136 คน ตัวแทนเครือข่ายประกันสังคม จำนวน 24,645 คน เครือข่าย “บวร” กลุ่มสมาชิกบ้าน วัด โรงเรียน และโรงงาน จำนวน 265,214 คน
ด้าน นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม กระทรวงแรงงาน เปิดเผยว่า การจัดโครงการประกันสังคมทั่วไทย สู่แรงงานภาคอิสระ รุ่นที่ 1 ประจำปี 2567 ณ จังหวัดพัทลุง เป็นโครงการที่จัดทำขึ้นต่อเนื่องจากปี 2566 โดยโครงการทั้ง 6 รุ่นในปีที่ผ่านมา ได้รับความสนใจจากพี่น้องประชาชนผู้ประกอบอาชีพอิสระในพื้นที่ต่างๆ เป็นอย่างมาก แสดงให้เห็นว่าในปัจจุบัน พี่น้องกลุ่มแรงงานนอกระบบให้ความสำคัญกับการสร้างหลักประกันในการดำรงชีวิต รวมถึงมีความต้องการสร้างคุณภาพชีวิตให้ดีขึ้น ในการนี้ ขอให้ทุกท่านมั่นใจได้ว่า สำนักงานประกันสังคมจะดำเนินงานอย่างเต็มประสิทธิภาพ เพื่อประโยชน์สูงสุดของผู้ประกันตนเป็นสำคัญ

Governor of Phatthalung Province, Mrs. Nisakorn Wisitsarat, from the Prime Minister’s Secretariat’s Office, performing duties for the Ministry of Labour, Mr. Phuchong Worasri, the Ministry of Labour’s Spokesperson (on Politics), Mr. Phumiphat Mueanchan, the Permanent Secretary of Labour, Mr. Pairoj Chotiksetian, the Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, heads of government agencies under the Ministry of Labour in Phatthalung Province, insured persons, networks, project participants and people in the area gave a welcome at the Roithong Resort Hotel in Phatthalung Province.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, said that the Ministry of Labour is committed to creating social security for workers throughout the country. The workforce is an important cog in driving the national economic system, and whether they are workers in or outside the system, they should be protected and have security for a good life. Moreover, they should be equipped and ready to pursue careers to develop the country. These efforts align with the Ministry of Labour’s policy on “building the economic foundation and improving the quality of life through labour protection.” Today, he had the honour of presiding over the opening of the Social Security for Independent Workers Throughout Thailand Project for the first batch in Phatthalung Province. Phatthalung is a city with beautiful nature and is important in art and culture.
Mr. Phiphat continued that Phatthalung is the birthplace of the famous performing art, Manohra, and shadow puppets, which have been handed down as cultural heritage of the southern region. In addition, Phatthalung has a total of 53,566 people insured under Section 40, consisting of various groups of self-employed people, such as general contractors, farmers, and food processing groups. Many still lack social security protection principles under Section 40. Phatthalung is the province with the highest number of insured persons continuously sending contributions in the southern region and is ranked sixth in the country. The Social Security for Independent Workers Throughout Thailand Project was organized as a campaign to invite self-employed groups and provide access to Social Security Section 40, which protects insured persons in five dimensions, including compensation for loss of income from illness, disability, or death, and old age, and child support. Currently, throughout the country, there are 10,958,136 people insured under Section 40, 24,645 representatives of Social Security Networks, and the “Boworn” Network, a group of members of houses, temples, schools, and factories, totaling 265,214 people.
The Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, said that the Social Security for Independent Workers Throughout Thailand Project, for the first batch in 2024 for Phatthalung Province, is a project that has run continuously from 2023. All six batches from the project in the past year have received a lot of attention from citizens who are self-employed in various areas. It shows that, at present, workers in the informal sector place great importance on ensuring their livelihoods, including the desire to create a better quality of life. In this regard, he asked that everyone be assured that the Social Security Office would operate at full efficiency for the benefit of the insured people.
