เมื่อวันที่ 22 พฤศจิกายน 2566 เวลา 13.00 น. นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ได้เดินทางมายัง โรงเรียนองค์การบริหารส่วนจังหวัดกระบี่ จังหวัดกระบี่ เพื่อเป็นประธานเปิดโครงการเผยแพร่ประชาสัมพันธ์ประกันสังคมมาตรา 40 สู่เครือข่ายประกันสังคม รุ่นที่ 4 โดยมี นายธนัสถ์ ทวีเกื้อกูลกิจ ที่ปรึกษารัฐมนตรีว่าการกระทรวงแรงงาน นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายภุชงค์ วรศรี ประจำสำนักเลขาธิการนายกรัฐมนตรี ปฏิบัติหน้าที่ประจำกระทรวงแรงงาน ร่วมเป็นเกียรติ นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน กล่าวรายงานวัตถุประสงค์การจัดงาน นายสมชาย หาญภักดีปฏิมา รองผู้ว่าราชการจังหวัดกระบี่ กล่าวต้อนรับ นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม นายนันทชัย ปัญญาสุรฤทธิ์ ผู้ตรวจราชการกระทรวงแรงงาน คณะผู้บริหารระดับสูงกระทรวงแรงงาน เจ้าหน้าที่สำนักงานประกันสังคม เครือข่ายประกันสังคม และผู้ประกันตนในพื้นที่ ให้การต้อนรับ

      นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน กล่าวว่า ตนมีความยินดีอย่างยิ่ง ที่ได้รับเกียรติเป็นประธานเปิดโครงการเผยแพร่ประชาสัมพันธ์ประกันสังคมมาตรา 40 สู่เครือข่ายประกันสังคม ที่จัดขึ้น ณ โรงเรียนองค์การบริหารส่วนจังหวัดกระบี่ ในวันนี้ ได้จัดขึ้นเป็นรุ่นที่ 4 แล้ว โดยจังหวัดกระบี่ถือเป็นจังหวัดที่มีความสำคัญต่อระบบเศรษฐกิจของประเทศ เนื่องจากมีธรรมชาติทางทะเลที่สวยงาม อุดมสมบูรณ์ สามารถดึงดูดชาวต่างชาติ และสร้างรายได้จากอุตสาหกรรมท่องเที่ยวเป็นอันดับต้น ๆ ของประเทศ ทั้งนี้ สิ่งสำคัญที่ขาดไม่ได้ในการขับเคลื่อนอุตสาหกรรมท่องเที่ยว คือ “แรงงาน” หากภาครัฐสามารถให้การคุ้มครองที่ดีและเหมาะสม ก็สามารถทำให้แรงงานมีคุณภาพชีวิตที่ดี มีความเชื่อมั่นที่พร้อมพัฒนาคุณภาพงานรวมถึงบริการด้านต่าง ๆ ให้มีประสิทธิภาพ ส่งผลต่อภาพรวมอุตสาหกรรมท่องเที่ยวของประเทศ โดยปัจจุบันจังหวัดกระบี่มีจำนวนประชากรที่มีงานทำทั้งสิ้น 250,729 คน ในจำนวนนี้มีผู้ประกันตนมาตรา 40 ทั้งสิ้น 41,819 คน ซึ่งเป็นกลุ่มผู้ประกอบอาชีพอิสระที่ไม่มีนายจ้าง อาทิ กลุ่มผู้ประกอบอาชีพค้าขาย กลุ่มอาชีพรับจ้างทั่วไป และกลุ่มอาชีพเกษตรกรรม ไม่ว่าจะเป็น การปลูกสวนปาล์ม การปลูกยางพารา เป็นต้น โดยจุดประสงค์ของการจัดงานครั้งนี้ เพื่อประชาสัมพันธ์เชิญชวน กลุ่มผู้ประกอบอาชีพอิสระ เครือข่าย ผู้นำชุมชน เกษตรกร พ่อค้า แม่ค้า ประชาชนทั่วไป ที่มาร่วมโครงการ ให้สามารถรับรู้และเผยแพร่สิทธิประโยชน์ประกันสังคมมาตรา 40 ที่ได้รับความคุ้มครอง กรณีเงินทดแทนการขาดรายได้จากการเจ็บป่วย กรณีทุพพลภาพ กรณีเสียชีวิต กรณีชราภาพ และกรณีสงเคราะห์บุตร รวมทั้ง นำไปเผยแพร่ประชาสัมพันธ์ให้กับผู้ประกอบอาชีพอิสระ ประชาชนทั่วไป ได้เข้าถึงสิทธิประโยชน์จากระบบประกันสังคมมาตรา 40 เพิ่มมากขึ้นตามนโยบายของรัฐบาล และภายในงานยังได้จัดให้มีพิธีมอบเกียรติบัตรเพื่อเป็นกำลังใจ และแทนคำขอบคุณจากกระทรวงแรงงาน ให้แก่เครือข่ายที่สนับสนุนงานประกันสังคมดีเด่นอีกด้วย

       ด้าน นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม กระทรวงแรงงาน เปิดเผยว่า สำนักงานประกันสังคมได้จัดโครงการเผยแพร่ประชาสัมพันธ์ประกันสังคมมาตรา 40 สู่เครือข่ายประกันสังคม ขึ้นจำนวน 4 รุ่น โดยรุ่นที่ 1 จัดที่จังหวัดนครศรีธรรมราช รุ่นที่ 2 จัดที่จังหวัดนราธิวาส รุ่นที่ 3 จัดที่จังหวัดสงขลา และรุ่นที่ 4 จัดขึ้นในวันนี้ ที่จังหวัดกระบี่ โดยได้รับความสนใจจาก ผู้ประกอบอาชีพอิสระ เครือข่ายประกันสังคม อาสาสมัครแรงงาน ผู้นำชุมชน กำนัน ผู้ใหญ่บ้าน รวมทั้ง 4 รุ่น จำนวน 1,600 คน ทั้งนี้ภายในงานยังมีกิจกรรมต่างๆ ที่มีประโยชน์ต่อผู้เข้าร่วมโครงการ เช่น การให้บริการรับสมัครผู้ประกันตนตามมาตรา 40 การอภิปรายร่วมแลกเปลี่ยนความรู้ด้านการประกันสังคม การให้บริการฉีดวัคซีนไข้หวัดใหญ่ รวมถึงการจัดนิทรรศการต่างๆ ของหน่วยงานในสังกัดกระทรวงแรงงาน การออกร้านจำหน่ายสินค้าของและกิจกรรมต่างๆ ของภาคีเครือข่ายอีกด้วย

      On November 22, 2023, at 13.00 hours, the Labour Minister, Mr. Phiphat Ratchakitprakarn, visited the Krabi Provincial Administrative Organization School in Krabi Province to chair the opening of the Social Security Section 40 Public Relations Project to the Social Security Network, Class 4. The Labour Minister’s Advisor, Mr. Thanat Thaweekueakulkit, the Secretariat to the Labour Minister, Mr. Aree Krainara, and from the Prime Minister’s Secretariat’s Office, performing duties for the Ministry of Labour, Mr. Phuchong Worasri joined the ceremony.The Permanent Secretary of Labour, Mr. Pairoj Chotiksetian, reported on the event’s objectives. The Deputy Governor of Krabi Province, Mr. Somchai Hanpakdeepatima, gave a welcome. The Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, the Ministry of Labour’s Inspector-General, Mr. Nantachai Panyasurarit, the Ministry of Labour’s executives, the Social Security Office’s officials, social security networks, and insured persons in the area gave a welcome.

      The Labour Minister, Mr. Phiphat Ratchakitprakarn, said that he was pleased to have the honour of presiding over the opening of the Social Security Section 40 Public Relations Project to the Social Security Network, held at the Krabi Provincial Administrative Organization School, whereby today, was the fourth class of the project. Krabi is considered an important province for the country’s economic system. It has a beautiful, rich marine nature that attracts foreign visitors and is one of the top provinces for generating income from the tourism industry. An important aspect that is indispensable in driving the tourism industry is the “workforce .”If the government can provide quality and appropriate protection, it can promote workers to have a good quality of life and have the confidence to be ready to develop the quality of work and provide efficient services in various areas. It impacts the overall picture of the country’s tourism industry. Currently, Krabi Province has a total employed population of 250,729 people, of whom 41,819 are insured under Section 40. This is a group of self-employed people who do not have an employer, such as people who work in trading, general contractors, and agricultural workers, whether it be planting palm orchards or rubber planting, for example. The event’s objective is to publicize and invite self-employed groups, networks, community leaders, farmers, merchants, and the general public who joined the project to understand and share information on social security benefits under Section 40, which provides compensation for lost income in sickness, disability, death, old age, and child support. It aims to share information with self-employed people and the general public to access benefits from the social security system, Section 40, which has been enhanced according to government policy. The event also hosted a certificate presentation ceremony to give encouragement and thanks from the Ministry of Labour to networks that also support outstanding social security work.

      The Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, said the Social Security Office had organized the Social Security Section 40 Public Relations Project for the fourth time. The first class was held in Nakhon Si Thammarat Province, the second in Narathiwat Province, the third in Songkhla Province, and the fourth was held today in Krabi Province. It received interest from self-employed persons, social security networks, volunteer workers, community leaders, and village headmen. A total of 1,600 people from the four batches have participated. There were various activities within the event that benefitted project participants, such as providing insurance services according to Section 40, discussions, exchanging knowledge on social security, providing influenza vaccination services, various exhibitions by agencies under the Ministry of Labour, shops selling products, and various activities by network partners.
