วันที่ 20 มกราคม 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ลงพื้นที่ติดตามสถานการณ์แรงงานจังหวัดเชียงใหม่ พร้อมตรวจเยี่ยมโครงการเสริมสร้างสมรรถนะแรงงานด้านเทคโนโลยีรองรับการทำงานในศตวรรษที่ 21 โดยมี นางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน พร้อมด้วยผู้บริหารระดับสูงกระทรวงแรงงาน เข้าร่วม หัวหน้าส่วนราชการหน่วยงานสังกัดกระทรวงแรงงานจังหวัดเชียงใหม่ และผู้เข้ารับการฝึกอบรม ร่วมให้การต้อนรับ ณ สถาบันพัฒนาฝีมือแรงงาน 19 เชียงใหม่ ตำบลดอนแก้ว อำเภอแม่ริม จังหวัดเชียงใหม่
นายพิพัฒน์ เปิดเผยว่า รัฐบาลให้ความสำคัญกับการพัฒนาทักษะให้แก่แรงงาน ทั้งการ UpSkill และ ReSkill ในส่วนของกระทรวงแรงงานผมได้สั่งการให้กรมพัฒนาฝีมือแรงงาน เร่งดำเนินการและคัดเลือกหลักสูตรการฝึกที่ทันสมัย ตอบโจทย์ความต้องการของตลาดแรงงานในพื้นที่ ฝึกเสร็จมีงานทำทันที และรองรับค่าจ้างตามมาตรฐานฝีมือ จังหวัดเชียงใหม่ เป็นจังหวัดที่มีนักท่องเที่ยวเดินทางจำนวนมาก กระทรวงแรงงานเป็นต้นน้ำ เป็นกำลังหลักในการพัฒนาบุคลากรแรงงาน สนับสนุนผู้ประกอบการ โดยเฉพาะเชียงใหม่เป็นหัวเมืองท่องเที่ยวเน้นคุณค่า ยกระดับสินค้าและบริการทางการท่องเที่ยว ส่งเสริมการสร้างภาพลักษณ์ที่ดีเพื่อเพิ่มมูลค่าทางการตลาดสอดคล้องกับหลัก การดำเนินงานตามเป้าหมายการพัฒนาที่ยั่งยืน ( SDGs) สำคัญเป็นศูนย์กลางการค้าการลงทุนที่มีศักยภาพ รองรับระเบียงเศรษฐกิจภาคเหนือ
นายพิพัฒน์ กล่าวต่อว่า การลงพื้นที่ในครั้งนี้ได้ตรวจเยี่ยมการพัฒนาศักยภาพของบุคลากรและผู้ประกอบการในอุตสาหกรรมท่องเที่ยวและบริการ ผู้ประกอบการในกลุ่มอุตสาหกรรมเทคโนโลยีชั้นสูงการเสริมสมรรถนะแรงงานด้านเทคโนโลยีรองรับการทำงานในปัจจุบันและอนาคต ประกอบด้วยการฝึกยกระดับฝีมือ หลักสูตรอาหารไทยยอดนิยม ให้กับผู้ประกอบการและผู้ประกอบอาชีพอิสระ หลักสูตรการทำเบเกอรี่สำหรับร้านกาแฟ หลักสูตรภาษาอังกฤษเพื่อการท่องเที่ยวและบริการ หลักสูตรกลุ่มอุตสาหกรรมเทคโนโลยีชั้นสูง ได้แก่ Power BI และการควบคุมเครื่องจักรกล CNC Miling ยกระดับฝีมือให้นักศึกษาชั้นปีสุดท้ายและผู้ประกอบอาชีพอิสระ หลักสูตรการปลูกผักไฮโดรโปนิกส์ปลอดสารพิษ ยกระดับทักษะฝีมือกลุ่มแรงงานผู้ได้รับผลกระทบจากประเทศอิสราเอลและผู้ประกอบอาชีพอิสระ นอกจากนี้ ยังได้เยี่ยมชมการทดสอบมาตรฐานฝีมือแรงงานแห่งชาติ สาขาพนักงานแผนกบริการอาหารและเครื่องดื่มในธุรกิจโรงแรมและภัตตาคาร ระดับ 1 ก่อนเข้าสู่ตลาดแรงงาน และสาขาช่างควบคุมด้วยระบบโปรแกรมเมเบิ้ลคอนโทรลเลอร์ (PLC) ระดับ 1 รวมทั้งชมการสาธิตการชงกาแฟสดจากผู้สำเร็จการฝึกอบรมหลักสูตรบาริสต้ามืออาชีพอีกด้วย
ด้าน นางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน กล่าวเพิ่มเติมว่า กรมพัฒนาฝีมือแรงงานได้ขานรับนโยบายรัฐมนตรีว่าการกระทรวงแรงงาน ทักษะดี มีงานทำ โดย มุ่งเน้นให้แรงงานพัฒนาทุกภาคส่วน แบบบูรณาการ กับ ภาครัฐ ภาคเอกชน ภาคการศึกษา ป้อนแรงงานเข้าสู่สถานประกอบการให้เหมาะกับพื้นที่ ครอบคลุมทุกมิติของการยกระดับฝีมือแรงงานของคนไทยเพื่อเพิ่มขีดความสามารถในการแข่งขัน ทั้งนี้ ประชาชนและแรงงานที่ต้องการเข้ารับการพัฒนาศักยภาพ พัฒนาทักษะฝีมือแรงงานของตนเอง สามารถติดต่อได้ที่สายด่วนกระทรวงแรงงาน โทร.1506 กด 4 กรมพัฒนาฝีมือแรงงาน
On January 20, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, visited the area to follow up on the labour situation in Chiang Mai Province. He also inspected the project to enhance workers’ competencies in technology to support work in the 21st century. The Department of Skill Development’s Director-General, Ms. Bubpha Rueangsud, and the Ministry of Labour’s executives joined the occasion. Heads of government agencies under the Ministry of Labour in Chiang Mai Province and trainees joined in giving a welcome at the Chiang Mai Skill Development Institute 19, Don Kaeo Subdistrict, Mae Rim District, Chiang Mai Province.
Mr. Phiphat said that the government gives importance to developing skills for workers through upskilling and reskilling. On the Ministry of Labour’s part, he has instructed the Department of Skill Development to accelerate the implementation and selection of contemporary training courses in response to the labour market’s needs. After training, participants will gain employment immediately. Furthermore, the efforts support wages according to skill standards. Chiang Mai Province has many tourists. The Ministry of Labour is upstream and has its main focus on the development of the workforce and supporting business establishments. In particular, Chiang Mai is a tourist city that emphasizes value and upgrading tourism products and services to promote a positive image and increase market value. The efforts align with the operating principles according to the Sustainable Development Goals (SDGs). It is an important trade and investment center with potential and supports the Northern Economic Corridor.
Mr. Phiphat continued on this visit to inspect the development of personnel and entrepreneurs in the tourism and service industries. Entrepreneurs in the high technology industry enhance their workforce’s competency in technology to support current and future work, which consists of training to upgrade workers’ skills. There are popular Thai food courses for entrepreneurs and self-employed people, bakery courses for coffee shops, English courses for tourism and services, and high-tech industry courses, including Power BI and CNC Miling. Efforts also aim to enhance the skills of final-year students and self-employed people. There are non-toxic hydroponic vegetable growing courses and initiatives to upgrade the skills of workers affected by the Israel situation and those who are self-employed. In addition, they also visited the national skill standards assessment in food and beverage services in hotels and restaurant businesses, at the level 1 competency before entering the labour market, and the programmable logic controller (PLC) at the level 1 competency. They also watched a demonstration of fresh coffee making from graduates of the professional barista training course.
The Department of Skill Development’s Director-General, Ms. Bubpha Rueangsud, added that the Department of Skill Development has responded to the Minister of Labour’s policy of providing quality skills and jobs. It is focused on labour development in all sectors, working with the public and private sectors, including the educational sector, on producing workers for businesses in the area. It covers all dimensions of upgrading Thai workers’ skills to increase their competitiveness.
