วันที่ 17 พฤศจิกายน 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ร่วมการประชุม “การสร้างทรัพยากรมนุษย์ของชาติ เป็นคนที่มีจิตสำนึกรักชาติ ภาคภูมิใจในประวัติศาสตร์ของชาติไทย และยึดมั่นสถาบันสำคัญของชาติ” และร่วมลงนามบันทึกข้อตกลง “แนวทางการพัฒนาทรัพยากรมนุษย์ของประเทศไทย และการพิจารณาคัดเลือกบุคคลเข้ารับราชการ” ระหว่าง 4 กระทรวง 1 องค์การมหาชน ได้แก่ กระทรวงศึกษาธิการ กระทรวงแรงงาน กระทรวงมหาดไทย กระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม และ สถาบันคุณวุฒิวิชาชีพ (องค์กรมหาชน) โดยมี นายอนุทิน ชาญวีรกูล รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงมหาดไทย เป็นประธาน นายสิรภพ ดวงสอดศรี ผู้ช่วยรัฐมนตรีประจำกระทรวงแรงงาน นายธนัสถ์ ทวีเกื้อกูลกิจ ที่ปรึกษารัฐมนตรีว่าการกระทรวงแรงงาน นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน และผู้บริหารระดับสูงหน่วยงานที่เกี่ยวข้อง เข้าร่วม ณ ห้องประชุมราชวัลลภ และบริเวณห้องโถง อาคารราชวัลลภ กระทรวงศึกษาธิการ

           นายพิพัฒน์ กล่าวว่า ภายหลังจากการลงนามความร่วมมือในวันนี้แล้วนั้น กระทรวงศึกษาธิการเป็น ต้นน้ำ กระทรวง อว.เป็น กลางน้ำ และกระทรวงแรงงานเป็นกระทรวงปลายน้ำในการขับเคลื่อนการพัฒนากำลังคนรองรับการพัฒนาประเทศ เราก็จะบรรจุเข้าไปในการสอบสัมภาษณ์ เพื่อให้การที่คนไทยได้สอบบรรจุเข้ารับราชการ ซึ่งผ่าน ภาค ก.ภาค ข.ของ กพ.มาเรียบร้อยแล้วนั้น แต่การสัมภาษณ์เราจะมีข้อสอบในการสอบเพื่อปลูกฝังให้ข้าราชการรักชาติและภาคภูมิใจในความเป็นพลเมืองไทย เพื่อให้ศึกษาเรื่องประวัติศาสตร์ชาติไทยว่ามีความรู้ในระดับไหน ในส่วนของกระทรวงแรงงานจะต้องนำไปต่อยอดในส่วนตรงนี้เพื่อปลูกจิตสำนึกให้คนไทยที่จะไปทำงานในต่างประเทศได้นำเอกลักษณ์ความเป็นไทยไปเผยแพร่วัฒนธรรมในต่างประเทศ อาทิ รอยยิ้ม จิตอาสา และที่สำคัญที่สุดต้องนำเอาวัฒนธรรมและประเพณีในเรื่องอาหารไทยไปขยายในต่างประเทศ เช่น ผัดกะเพรา ส้มตำ แกงเขียวหวาน สิ่งเหล่านี้เป็นเอกลักษณ์ของความเป็นไทยที่ต้องนำไปขยายผลให้นายจ้างรวมทั้งเพื่อนคนงานในต่างประเทศให้เขารับทราบว่าอัตลักษณ์ของความเป็นไทยมีอะไรบ้าง ซึ่งความคืบหน้าในเรื่องนี้เมื่อได้การขับเคลื่อนความร่วมมือดังกล่าวในระดับกระทรวงนั้นและรับนโยบายจากท่านรองนายกรัฐมนตรีแล้ว ปลัดกระทรวงแรงงานได้หารือในระดับปลัดกระทรวงทั้ง 4 กระทรวงในเบื้องต้นเรียบร้อยแล้วด้วยเช่นกัน
          ด้าน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน กล่าวว่า วัตถุประสงค์ของการลงนามบันทึกข้อตกลงในครั้งนี้เพื่อส่งเสริมให้ประชาชนทุกช่วงวัย เข้าใจและภาคภูมิใจในประวัติศาสตร์ของชาติไทยมีรากฐานจิตสำนึกรักความเป็นไทย มีคุณธรรมจริยธรรม ค่านิยม และหลักคิดที่ถูกต้องต่อชาติบ้านเมืองและสถาบันสำคัญของชาติ เป็นพลเมืองที่ดี กำหนดคุณลักษณะของผู้สมัครเข้ารับราชการ เพื่อให้ได้ข้าราชการที่ดีของแผ่นดิน มีจิตสำนึกรักและภูมิใจในความเป็นไทย มีจิตอาสา คุณธรรมจริยธรรม และจรรยาข้าราชการ ปฏิบัติหน้าที่โดยคำนึงถึงผลประโยชน์ส่วนรวม รวมทั้งส่งเสริมให้ข้าราชการบรรจุใหม่ และข้าราชการ บุคลากร ทุกระดับ ทุกประเภท เป็นทรัพยากรมนุษย์ที่ดีของแผ่นดิน มีจิตสำนึก จิตอาสา คุณธรรมและจริยธรรม ปฏิบัติหน้าที่เพื่อประชาชนและประโยชน์ส่วนรวม ประพฤติตนเป็นข้าราชการที่ดีตามรอยพระยุคลบาท และสามารถนำหลักปรัชญาเศรษฐกิจพอเพียงมาปรับใช้กับการดำเนินชีวิตและการปฏิบัติงานได้อย่างเหมาะสม ซึ่งในส่วนของกระทรวงแรงงานมีหน้าที่ในการสร้างโอกาสการทำงาน โดยมี สถาบันคุณวุฒิวิชาชีพ ช่วยออกใบประกอบคุณวุฒิวิชาชีพ ให้การรับรองความสามารถเฉพาะทาง เพื่อเพิ่มโอกาสในการทำงานของประชาชนตามความสามารถ ถือเป็นจุดเริ่มต้นที่สำคัญเพื่อร่วมกันพัฒนาทรัพยากรมนุษย์ของประเทศให้มีคุณภาพ มีทักษะความพร้อม สามารถรองรับการเปลี่ยนแปลงของโลกได้อย่างยั่นยืนต่อไป

          On November 17, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, joined a meeting on “creating the nation’s human resources as people with a sense of patriotism, who are proud of the Thai nation’s history, and uphold the national institution.” He also joined in signing the Memorandum of Understanding on “guidelines for human resource development in Thailand and consideration of selecting individuals to enter government service” between 4 ministries and one public organization, namely the Ministry of Education, the Ministry of Labour, the Ministry of Interior, the Ministry of Higher Education, Science, Research and Innovation, and the Thailand Professional Qualifications Institute (Public Organization). The Deputy Prime Minister and Minister of Interior, Mr. Anutin Charnvirakul, chaired the meeting. The Assistant to the Labour Minister, Mr. Siraphop Duangsodsri, the Labour Minister’s Advisor, Mr. Thanat Thaweekueakulkit, the Secretariat to the Labour Minister, Mr. Aree Krainara, the Permanent Secretary of Labour, Mr. Phairoj Chotikasatian, and senior executives of relevant agencies attended at the Rajawallop conference room and hall area, Ratchawallop Building, Ministry of Education.

          Mr. Phiphat said that after the signing of the MOU today, the Ministry of Education is the upstream, the Ministry of Education is the midstream, and the Ministry of Labour is the downstream ministry in driving human resource development to support national development. It will be included in the interview process so that Thai people who take the civil service examination and pass Part A and Part B of the Civil Service Commission will still have the interview assessment, which will instill in civil servants patriotism and pride in being Thai citizens. It will encourage them to study the Thai nation’s history to assess their knowledge level. The Ministry of Labour must further develop this area to raise awareness among Thai people who will work abroad to exhibit the Thai identity and spread the culture abroad through smiles and volunteerism. Most importantly, they can showcase the culture and traditions of Thai food abroad, such as stir-fried basil dishes, papaya salad, and green curry. These are unique parts of Thainess that must be extended to employers and fellow workers abroad to create awareness of the characteristics of being Thai. The progress will be achieved when such cooperation has been driven at the ministry level, and the policy has been received from the Deputy Prime Minister. The Permanent Secretary of Labour has also had preliminary discussions at the Permanent Secretary level of all four ministries.

          The Permanent Secretary of Labour, Mr. Phairoj Chotikasatian, said that the objective of signing this Memorandum of Understanding is to encourage people of all ages to understand and be proud of the history of the Thai nation, rooted in the consciousness of Thainess, have morality, ethics, values, and principles that are right for the nation and important national institutions. It encourages people to be good citizens, determining the characteristics of applicants for government service to ensure quality government officials of the land. It instills a sense of love and pride in being Thai, having a volunteer spirit, morals and ethics, and civil servant ethics to perform duties considering the public interest. It also promotes newly hired civil servants, civil servants, and personnel at all levels and all types to be good human resources of the country, with conscience, volunteerism, morality, and ethics, performing duties for the people and the public interest. It encourages them to act as good civil servants, following in the footsteps of His Majesty the King, able to apply the Sufficiency Economy Philosophy to their lifestyle and work appropriately. The Ministry of Labour is responsible for creating job opportunities with the Thailand Professional Qualifications Institute to help issue professional qualification certificates and certifications of specialized abilities to increase people’s job opportunities according to their abilities. It is considered an important starting point to jointly develop the country’s human resources to have quality, be ready in their skills, and sustainably support changes in the world
