วันที่ 11 มกราคม 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ให้การต้อนรับ นายโนริยูกิ คิตาซาโตะ ประธานบริษัท ไอซิน เอเซีย แปซิฟิค จำกัด สำนักงานใหญ่ภาคพื้นอาเซียน และคณะ ในโอกาสเข้าพบเพื่อเยี่ยมคารวะและหารือการเตรียมความพร้อมรองรับการขยายฐานการผลิต และปรับเปลี่ยนฐานการผลิตให้เข้าสู่การผลิต ผลิตภัณฑ์ชิ้นส่วนยานยนต์ในระบบขับเคลื่อนไฟฟ้า (EV) ในอนาคต และสถานการณ์ด้านแรงงานในปัจจุบันด้านการส่งเสริมการพัฒนาฝีมือแรงงาน รวมถึงแนวทางในการแก้ไขปัญหาการขาดแคลนแรงงานในอนาคต โดยมี นายธนัสถ์ ทวีเกื้อกูลกิจ ที่ปรึกษารัฐมนตรีว่าการกระทรวงแรงงาน นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายภุชงค์ วรศรี ประจำสำนักเลขาธิการนายกรัฐมนตรี ปฏิบัติหน้าที่ประจำกระทรวงแรงงาน นางสาวกรจิรัฏฐ์ พงจันทร์ศธร ผู้ช่วยปลัดกระทรวงแรงงาน ร่วมให้การต้อนรับด้วย ณ ห้องจัตุมงคล ชั้น 6 อาคารกระทรวงแรงงาน
นายพิพัฒน์ กล่าวว่า ในนามกระทรวงแรงงานขอขอบคุณรัฐบาลญี่ปุ่นที่เปิดโอกาสให้นักลงทุนญี่ปุ่นได้มาลงทุนในประเทศไทยมากที่สุด โดยเฉพาะในอุตสาหกรรมยานยนต์มากเป็นอันดับ 1 ซึ่งจากการหารือในวันนี้ทั้งสองฝ่ายจะร่วมมือกันในการพัฒนาแรงงานกับกรมพัฒนาฝีมือแรงงานในการ Up skill แรงงานรุ่นใหม่ เพื่อจัดส่งน้องๆ นักเรียน นักศึกษาได้ไปฝึกงานในกลุ่มโรงงานของบริษัทไอซิ่น ขณะเดียวกันบริษัทมีบุคลากรที่มีความรู้เฉพาะทาง มีผู้เชี่ยวชาญ มีเครื่องมือที่ทันสมัย ที่ต้องการให้เยาวชนเหล่านี้ได้มีโอกาสพัฒนาทักษะฝีมือของตนเองก่อนเข้าสู่ตลาดแรงงาน
“ผมขอให้กำลังใจบริษัท แม้ว่าปัจจุบันจะมีการพัฒนารถยนต์ไปสู่ระบบ EV มากขึ้น แต่อย่างไรก็ตามเชื่อว่า บริษัทผลิตรถยนต์ยังคงมีอยู่ในโลกนี้ต่อไป ส่วนการหารือในวันนี้อะไรที่เกี่ยวข้องกับกระทรวงแรงงานผมจะให้หน่วยงานในสังกัดอำนวยความสะดวกแก่บริษัทที่ได้มาลงทุนในไทยให้ได้มากที่สุด โดยขอให้บริษัทแจ้งมา ผมเองมั่นใจว่าเมื่อนักลงทุนอยู่ได้ กระทรวงแรงงานอยู่ได้ ประเทศไทยอยู่ได้ แต่เมื่อนักลงทุนอยู่ไม่ได้ กระทรวงแรงงานก็เดือดร้อน ฉะนั้นทุกสิ่งทุกอย่างเราต้องมองทุกมิติไปในเวลาเดียวกัน อะไรที่จะอำนวยความสะดวกได้ เราจะรีบกระทำอย่างเร็วที่สุด”นายพิพัฒน์ กล่าวท้ายสุด
ด้าน นายโนริยูกิ คิตาซาโตะ ประธานบริษัท ไอซิน เอเซีย แปซิฟิค จำกัด สำนักงานใหญ่ภาคพื้นอาเซียน กล่าวว่า ขอขอบคุณท่านรัฐมนตรีว่าการกระทรวงแรงงานที่เปิดโอกาสให้เข้าพบและหารือในประเด็นสถานการณ์ด้านแรงงานในปัจจุบันในวันนี้ ซึ่งบริษัท ไอซิน เอเซีย แปซิฟิค จำกัด เรามีพนักงานที่ทำงานอยู่ในประเทศไทยกว่า 13,000 คน ซึ่งบริษัทตระหนักเสมอว่าการดำเนินธุรกิจในไทยแรงงานสำคัญสูงสุด เราฝึกพนักงานเองและส่งพนักงานไปฝึกที่ญี่ปุ่นเพื่อพัฒนาบริษัทด้วย และบางเรื่องบริษัทไม่สามารถดำเนินการด้วยตนเอง อาทิ การดูแลเรื่องเอกสารขอวีซ่า ซึ่งในเรื่องนี้บริษัทต้องขอความอนุเคราะห์จากภาครัฐในการร่วมดำเนินการไปด้วยกัน ส่วนความร่วมมือในการพัฒนาศักยภาพแรงงานบริษัทยินดีที่จะประสานความร่วมมือในเรื่องนี้กับกระทรวงแรงงานอย่างใกล้ชิดต่อไป
On January 11, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, welcomed the President of Aisin Asia Pacific Co., Ltd., ASEAN Headquarters, Mr. Noriyuki Kitasato, and his team on a courtesy call to discuss preparations to support the expansion of the production base and switch the production base to start production in automotive parts for electric vehicles (EV) in the future. They also discussed the current labour situation in promoting skill development, including guidelines for solving labour shortages in the future. The Labour Minister’s Advisor, Mr. Thanat Thaweekueakulkit, Secretariat to the Labour Minister, Mr. Aree Krainara, from the Prime Minister’s Secretariat’s Office, performing duties for the Ministry of Labour, Mr. Phuchong Worasri, the Assistant to the Permanent Secretary of Labour, Ms. Kornjirat Pongjansat, joined in giving a welcome at the Chatumongkol Room, 6th floor, Ministry of Labour.
Mr. Phiphat said that on behalf of the Ministry of Labour, he thanked the Japanese government for giving Japanese investors the greatest opportunity to invest in Thailand, especially in the automotive industry. From today’s discussion, both sides will cooperate in labour development with the Department of Skills Development in upskilling the new generation of workers and sending young students to do internships in the factories of the Aisin Group of Companies. At the same time, the company has personnel with specialized knowledge. There are experts and modern tools that will provide the youths the opportunity to develop their skills before entering the workforce.
“I would like to encourage the company. Although there is currently more development of EV cars, car manufacturing companies are believed to continue to exist in the world. As for today’s discussion, for anything related to the Ministry of Labour, I will assign the relevant agencies to facilitate companies investing in Thailand as much as possible. I ask that the company inform us. I am personally confident that when investors can survive, the Ministry of Labour can survive, and Thailand can live. But when investors cannot survive, the Ministry of Labour is also in trouble. Therefore, everything must be looked at in all dimensions to see what can be facilitated, and we will act as quickly as possible,” said Mr. Phiphat.
The President of Aisin Asia Pacific Co., Ltd., ASEAN Headquarters, Mr. Noriyuki Kitasato, thanked the Labour Minister for the opportunity to meet and discuss the current labour situation. Aisin Asia Pacific Company Limited has over 13,000 employees working in Thailand. The company is always aware that when operating a business in Thailand, the workforce is of utmost importance. The company trains its employees and sends them to Japan for training to develop the company. There are some matters that the company cannot handle on its own, such as taking care of visa application documents. In this matter, the company asked for assistance from the government sector to work together. As for cooperation in developing the workforce’s potential, the company is willing to continue to cooperate closely with the Ministry of Labour in this matter.
