วันที่ 5 กุมภาพันธ์ 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ตรวจเยี่ยมศูนย์เด็กเล็กวิทยาเขตสิรินธรราชวิทยาลัย ในพระราชูปถัมภ์ จังหวัดสมุทรปราการ โดยมี นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายนันทชัย ปัญญาสุรฤทธิ์ ผู้ตรวจราชการกระทรวงแรงงาน พร้อมด้วยผู้บริหารระดับสูงกระทรวงแรงงาน ร่วมเป็นเกียรติ นายสุจินต์ วาจากิจ รองผู้ว่าราชการจังหวัดสมุทรปราการ หัวหน้าส่วนราชการหน่วยงานสังกัดกระทรวงแรงงานจังหวัดสมุทรปราการ ร่วมให้การต้อนรับ นางโสภา เกียรตินิรชา อธิบดีกรมสวัสดิการและคุ้มครองแรงงาน กล่าวรายงาน ณ ศูนย์เด็กเล็กวิทยาเขตสิรินธรราชวิทยาลัย ในพระราชูปถัมภ์ ต.ท้ายบ้าน อ.เมืองสมุทรปราการ จ.สมุทรปราการ
นายพิพัฒน์ กล่าวว่า ในวันนี้ผมพร้อมด้วยผู้บริหารระดับสูงกระทรวงแรงงานได้มาตรวจเยี่ยมการจัดสวัสดิการแรงงาน ศูนย์เด็กเล็กพันธุ์ดีต้นแบบสถานประกอบกิจการ ของศูนย์เด็กเล็กวิทยาเขตสิรินธรราชวิทยาลัย ในพระราชูปถัมภ์ จังหวัดสมุทรปราการ ซึ่งศูนย์แห่งนี้สอดคล้องกับภารกิจของกระทรวงแรงงานในการส่งเสริมพัฒนาดูแลแรงงานในทุกด้านและทุกช่วงวัย โดยกรมสวัสดิการและคุ้มครองแรงงาน ได้เล็งเห็นถึงความสำคัญตามนโยบายรัฐบาลในการพัฒนาคุณภาพชีวิตแรงงาน โดยเฉพาะอย่างยิ่งการจัดสวัสดิการเพื่อแรงงานและครอบครัวจึงได้ส่งเสริมการจัดสวัสดิการในรูปแบบศูนย์เด็กเล็กเพื่อรับดูแลบุตรผู้ใช้แรงงานในพื้นที่ที่เป็นแหล่งอุตสาหกรรมและมีแรงงานจำนวนมาก โดยดำเนินการให้สอดคล้องกับมาตรฐานสถานพัฒนาเด็กปฐมวัยแห่งชาติเพื่อให้การเริ่มต้นของชีวิตดำเนินไปอย่างมีคุณภาพทั้งนี้ กระทรวงแรงงาน โดยกรมสวัสดิการและคุ้มครองแรงงาน จะบูรณาการความร่วมมือ 4 กระทรวง ได้แก่ กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ กระทรวงศึกษาธิการ กระทรวงสาธารณสุข และกระทรวงแรงงาน เพื่อลงนามความร่วมมือนำต้นแบบของศูนย์เด็กเล็กวิทยาเขตสิรินธรราชวิทยาลัย ในพระราชูปถัมภ์ มากำหนดเป็นนโยบายส่งเสริมให้สถานประกอบกิจการจัดทำศูนย์เด็กเล็กเพื่อดูแลบุตรหลานของพี่น้องผู้ใช้แรงงานอย่างเป็นรูปธรรมต่อไป
นายพิพัฒน์ กล่าวต่อว่า บุคคลที่มีบทบาทสำคัญอย่างยิ่งของศูนย์เด็กเล็กฯ คือ ครูพี่เลี้ยง ซึ่งมีหน้าที่ต้องดูแลเด็กให้ปฏิบัติตามกิจวัตรประจำวัน ส่งเสริมพัฒนาการและการเรียนรู้ สังเกตพัฒนาการด้านต่าง ๆ ปรับเปลี่ยนพฤติกรรมที่ไม่พึงประสงค์ของเด็ก พัฒนาตนเองในทางวิชาการ และวิชาชีพอย่างต่อเนื่อง เช่น การศึกษาหาความรู้การเข้ารับการอบรมเพิ่มเติมอย่างสม่ำเสมอ โดยศูนย์นี้จะช่วยลดความวิตกกังวลเป็นห่วงบุตรหลานที่ไม่มีผู้ดูแลขณะที่พ่อแม่ไปทำงาน รวมถึงการดูแลบุตรหลานของผู้ใช้แรงงานให้มีพัฒนาการที่สมวัย มีความพร้อมทั้งด้านร่างกาย จิตใจอารมณ์ สังคมและสติปัญญา มีพัฒนาการอย่างสมดุล เป็นคนดี คนเก่ง มีความสุขและเติบโตเป็นพลเมืองที่ดี ดังนั้น การมาตรวจเยี่ยมในครั้งนี้จึงเป็นการมาศึกษาและให้เห็นถึงความพร้อมและประโยชน์ที่ประจักษ์ว่าสวัสดิการประเภทนี้จะเป็นประโยชน์ต่อผู้ใช้แรงงานและครอบครัวอย่างแท้จริง ซึ่งจะได้นำไปขยายผลกำหนดเป็นนโยบายในการส่งเสริมให้สถานประกอบกิจการที่มีความพร้อมจัดทำศูนย์เด็กเล็กอย่างเป็นรูปธรรมเพิ่มมากขึ้น
ด้าน นางโสภา เกียรตินิรชา อธิบดีกรมสวัสดิการและคุ้มครองแรงงาน (กสร.) กล่าวเพิ่มเติมว่า ศูนย์เด็กเล็กวิทยาเขตสิรินธรราชวิทยาลัย ในพระราชูปถัมภ์ ได้จัดตั้งขึ้นตามแนวพระราชดำริ ของสมเด็จพระกนิษฐาธิราชเจ้า กรมสมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี ภายใต้การบริหารงานของกรมสวัสดิการและคุ้มครองแรงงาน ร่วมกับมูลนิธิสิรินธรราชวิทยาลัย ในพระราชูปถัมภ์ จำนวน 2 แห่ง แห่งแรกตั้งอยู่ที่อำเภอสามพราน จังหวัดนครปฐม และแห่งที่สองตั้งอยู่ที่อำเภอเมือง จังหวัดสมุทรปราการ ซึ่งตลอดระยะเวลากว่า 20 ปี มีเด็กปฐมวัยซึ่งเป็นบุตรหลานของผู้ใช้แรงงานเข้ารับการเลี้ยงดูแล้วจำนวนมากกว่า 24,000 คน ซึ่งการเลี้ยงดูเด็กปฐมวัยได้ดำเนินการมาตรฐานอย่างครบถ้วน และทำให้ผู้ปกครองซึ่งเป็นผู้ใช้แรงงานสามารถลดค่าใช้จ่ายได้ครอบครัวละ 5,000 บาทต่อเดือน ทำให้ครอบครัวผู้ใช้แรงงานอุ่นใจ เด็กเจริญเติบโต มีคุณภาพชีวิตดี ผู้ปกครองมั่นใจและคลายกังวลในการดูแลบุตรหลานได้เป็นอย่างดี
On February 5, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, visited the Children’s Center, Sirindhorn Raja Vidyalaya Campus, Under Royal Patronage in Samut Prakan Province. The Secretariat to the Labour Minister, Mr. Aree Krainara, the Ministry of Labour’s Inspector-General, Mr. Nantachai Panyasurarit, and the Ministry of Labour’s executives joined in honour. The Deputy Governor of Samut Prakan Province, Mr. Suchin Wajakit, and heads of government agencies under the Ministry of Labour in Samut Prakan Province join in giving a welcome. The Department of Labour Protection and Welfare’s Director-General, Mrs. Sopa Kieatnircha, gave a report at the Children’s Center, Sirindhorn Raja Vidyalaya Campus Under Royal Patronage, Tai Ban Subdistrict, Mueang Samut Prakan District, Samut Prakan Province.
Mr. Phiphat said that today, he and the Ministry of Labour’s senior executives paid a visit to inspect labour welfare arrangements at a well-bred child center, a model business establishment, that is the Children’s Center, Sirindhorn Raja Vidyalaya Campus Under Royal Patronage in Samut Prakan Province. This center aligned with the Ministry of Labour’s mission to promote, develop, and care for workers of all ages in all aspects. The Department of Labour Protection and Welfare realizes the importance of government policy in developing workers’ quality of life, in particular, the provision of welfare for workers and families to promote welfare in the form of child care centers to care for workers’ children in industrial areas with a large population of workers. It operates in accordance with the standards of the National Early Childhood Development Center to ensure a good quality of life for the children. The Ministry of Labour’s Department of Labour Protection and Welfare has a collaboration with four ministries, including the Ministry of Social Development and Human Security, the Ministry of Education, the Ministry of Public Health, and the Ministry of Labour. The ministries have signed a cooperation agreement to use the Children’s Center, Sirindhorn Raja Vidyalaya Campus, Under Royal Patronage as a model to establish policies to encourage businesses to establish childcare centers to take care of workers’ children in a concrete manner.
Mr. Phiphat continued that the people who play an important role in the child care center are the nannies, whose duty is to take care of the children in their daily routine, promote learning and development, observe various aspects of the children’s development, and address unwanted behavior. The centers play a role in developing children academically and in professional activities, such as acquiring knowledge and attending additional training regularly. This center helps to reduce anxiety about children being unsupervised while their parents are at work and ensures the children are appropriately developed physically, mentally, emotionally, socially, and intellectually, having a balanced development to become good people who are smart, happy and grow up to become a good citizen. Therefore, this visit is to study and observe the readiness and true benefits that this type of welfare will provide to the workers and families. This will be used as a model to expand and formulate a policy to encourage more businesses that are ready to establish childcare centers.
The Department of Labour Protection and Welfare’s Director-General, Mrs. Sopa Kieatnircha, added that the Children’s Center, Sirindhorn Raja Vidyalaya Campus Under Royal Patronage was established according to the royal initiative of Her Royal Highness Princess Maha Chakri Sirindhorn, under the administration of the Department of Labour Protection and Welfare in collaboration with the Sirindhorn Raja Vidyalaya Foundation under Royal Patronage. There are 2 locations. The first is located in Sam Phran District, Nakhon Pathom Province, and the second is in Mueang District, Samut Prakan Province. For over 20 years, more than 24,000 early years children or workers have been cared for. In the early years, child care was fully standardized, allowing working parents to reduce expenses by 5,000 Baht per family per month. It gives workers’ families peace of mind, their children can grow with a good quality of life, and parents can be confident and relieved of worries about taking good care of their children.
