วันที่ 20 พฤศจิกายน 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน พร้อมด้วย นายธนัสถ์ ทวีเกื้อกูลกิจ ที่ปรึกษารัฐมนตรีว่าการกระทรวงแรงงาน นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายภุชงค์ วรศรี ประจำสำนักเลขาธิการนายกรัฐมนตรี ปฏิบัติหน้าที่ประจำกระทรวงแรงงาน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน และ ผู้บริหารกระทรวงแรงงาน ให้การต้อนรับ คุณบุษบา จิราธิวัฒน์ รองกรรมการผู้จัดการใหญ่ ฝ่ายสื่อสารองค์กร บริษัท กลุ่มเซ็นทรัล จำกัด และคณะ ที่เข้าพบเพื่อหารือเกี่ยวกับการส่งเสริมการจ้างงานคนพิการ ณ ห้องจัตุมงคล ชั้น 6 อาคารกระทรวงแรงงาน
นายพิพัฒน์ กล่าวว่า ในวันนี้ผมพร้อมด้วยปลัดกระทรวงแรงงาน และผู้บริหารกระทรวงแรงงาน ได้ให้การต้อนรับ ผู้แทนจากบริษัท กลุ่มเซ็นทรัล และคณะ ที่ได้เข้าพบเพื่อหารือในประเด็นเกี่ยวกับการจ้างงานผู้ด้อยโอกาสในประเทศไทย และรับทราบนโยบาย เรื่องการปรับขึ้นค่าแรงขั้นต่ำ และเงินเดือนสำหรับเด็กจบใหม่ หรือสวัสดิการด้านอื่นๆในช่วง 1-3 ปีนี้ การจ้างงานแรงงานรายชั่วโมง เนื่องจากการจ้างงานในอนาคตจะเข้าสู่ในรูปแบบ part-time มากขึ้น รวมถึง แนวโน้มที่จะยืดระยะเวลาการเกษียณอายุ จาก 60 ปี เป็น 65 ปี เพื่อตอบรับการเข้าสู่สังคมผู้สูงวัย นอกจากนี้ ยังได้แจ้งความต้องการสนับสนุนเกี่ยวกับกฎหมายคนพิการกรณีที่มีการจ้างงานคนพิการ (มาตรา 33) ที่คนพิการได้ลาออกระหว่างปี ซึ่งปัจจุบันกฎหมายกำหนดให้มีการจ้างงานมาทดแทนภายใน 45 วัน โดยได้เสนอขยายเป็น 60 วัน เนื่องจาก ปัจจุบันหากหาผู้มาทำงานทดแทนไม่ทันภายใน 45 วัน จะต้องมีค่าปรับและเงินเพิ่ม และยังได้เสนอให้ กรมพัฒนาฝีมือแรงงานฝึกทักษะของผู้ด้อยโอกาส ให้มีศักยภาพพร้อมที่จะทำงานและตรงกับที่ตลาดต้องการ และส่งต่อข้อมูลดังกล่าวไปยังกรมการจัดหางานเพื่อขึ้นทะเบียนเป็นฐานข้อมูล เพื่อให้นายจ้างสามารถจ้างงานตามมาตรา 33 ได้
ด้าน คุณบุษบา จิราธิวัฒน์ รองกรรมการผู้จัดการใหญ่ ฝ่ายสื่อสารองค์กร บริษัท กลุ่มเซ็นทรัล จำกัด กล่าวว่า ในวันนี้ บริษัท กลุ่มเซ็นทรัล ขอขอบคุณท่านรัฐมนตรีพิพัฒน์ ที่เปิดโอกาสให้เข้าพบ และหารือถึงแนวทางการส่งเสริมการจ้างงานกลุ่มดังกล่าวข้างต้น ซึ่งท่านรัฐมนตรีได้เห็นถึงความสำคัญในเรื่องการจ้างงานและสร้างโอกาสให้กับกลุ่มผู้ด้อยโอกาสในประเทศไทย ให้มีคุณภาพชีวิตที่ดี มีความภาคภูมิใจในตนเอง ได้มากขึ้น โดยบริษัท กลุ่มเซ็นทรัล จะได้นำนโยบายของกระทรวงแรงงานไปปฏิบัติ เพื่อให้สอดคล้องกับการจ้างงานในกลุ่มเซ็นทรัล ต่อไป
On November 20, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, the Labour Minister’s Advisor, Mr. Thanat Thaweekueakulkit, the Secretariat to the Labour Minister, Mr. Aree Krainara, from the Prime Minister’s Secretariat’s Office, performing duties for the Ministry of Labour, Mr. Phuchong Worasri, the Permanent Secretary of Labour, Mr. Phairoj Chotikasatian, and the Ministry of Labour’s executives, welcomed Khun Busaba Chirathivat, Executive Vice President for Corporate Communications of Central Group, and delegation, to discuss promoting employment of people with disabilities. The occasion occurred at the Chatumongkol Room, 6th floor, Ministry of Labour.
Mr. Phiphat said that today, he, the Permanent Secretary of Labour, and the Ministry of Labour’s executives welcomed representatives from the Central Group to discuss issues regarding the employment of underprivileged people in Thailand and to acknowledge the policy on the increase in the minimum wage and salary for new graduates or other benefits during this 1-3 year period. This also includes the employment of hourly workers, as there will be more part-time employment in the future, including the trend to extend the retirement age from 60 to 65 years in response to the country becoming an aging society. In addition, they reported their intention to support the Disability Act in employing disabled persons (Section 33), where the disabled person resigned during the year. The law stipulates that replacement workers must be hired within 45 days. They proposed extending this to 60 days because if a replacement cannot be found within 45 days, there will be an additional fine. They also suggested the Department of Skill Development provide skills training for the underprivileged to be equipped to work and match the market’s needs and to forward such information to the Department of Employment for registration in the database so that employers can hire the workers under Section 33.
Khun Busaba Chirathivat, Executive Vice President for Corporate Communications of Central Group, thanked the Labour Minister, Mr. Phiphat, for allowing them to meet and discuss ways to promote employment in the groups above. The Labour Minister sees the importance of employment and creating opportunities for underprivileged groups in Thailand to have a good quality of life and build self-esteem. The Central Group companies will practice the Ministry of Labour’s policies to be consistent with employment in the Central Group.
