เมื่อวันที่ 3 มกราคม 2567 เวลา 15.30 น. นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ให้การต้อนรับ ดร.เนาวรัตน์ ทรงสวัสดิ์ชัย ประธานสภาองค์การนายจ้างผู้ประกอบการค้า และอุตสาหกรรมไทย (อีคอนไทย) และคณะกรรมการบริหาร ในโอกาสเข้าพบเพื่อแสดงความยินดีพร้อมหารือเกี่ยวกับการพิจารณาปรับอัตราค่าจ้างขั้นต่ำ และประเด็นด้านแรงงาน ณ ห้องประชุมประสงค์ รณะนันทน์ ชั้น5 อาคารกระทรวงแรงงาน โดยมี นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน และผู้บริหารกระทรวงแรงงาน ร่วมให้การต้อนรับ
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน กล่าวว่า สิ่งสำคัญที่สุดเกี่ยวกับเรื่องที่หารือกันในวันนี้ คือเรื่องค่าแรง ซึ่งผมยืนยันว่าทุกคนจะได้รับสิ่งที่ดีที่สุด และมองในทุกมิติ แต่คงเป็นตามที่ได้ประชุมกันไปเรียบร้อย แต่วันที่ 17 มกราคมนี้ เป็นการประชุมคณะกรรมการค่าจ้างโดยการประชุมในวันที่ 17 มกราคม จะเป็นการพิจารณาแต่งตั้งอนุกรรมการปรับปรุงสูตรการคำนวณค่าจ้างขั้นต่ำ ซึ่งจะรวมไปถึงการกำหนดอัตราค่าจ้างขั้นต่ำในมิติใหม่ว่าอาชีพไหนควรขึ้น หรือไม่ควรขึ้น และไม่เหมารวมทั้งจังหวัด อย่างไรก็ดีผมจะไตร่ตรองให้ดีที่สุดและขอให้สบายใจได้ ผมจะดูให้ดีที่สุดและหลังจากที่ได้คุยกันตกผลึกแล้ว จะขอเชิญทางสภาฯ มาคุยอีกครั้ง โดยจะทำให้ SME กระทบน้อยที่สุด เนื่องจากถือครองผู้ใช้แรงงานกว่า 80% และขอบคุณสำหรับข้อแนะนำต่างๆ ซึ่งสามารถประสานมาได้
ด้าน ดร.เนาวรัตน์ ทรงสวัสดิ์ชัย ประธานสภาองค์การนายจ้างผู้ประกอบการค้า และอุตสาหกรรมไทย (อีคอนไทย) กล่าวว่า สภาองค์การนายจ้างผู้ประกอบการค้า และอุตสาหกรรมไทย (อีคอนไทย) ขอบคุณท่านรัฐมนตรีว่าการกระทรวงแรงงานที่เปิดโอกาสให้เข้าพบและหารือซึ่งในวันนี้เรา เห็นด้วยที่ไม่ปรับค่าจ้างขั้นต่ำตามกระแสการเมือง พร้อมขอเสนอให้ภาครัฐหารือกับกรมสรรพากร เรื่อง ค่าใช้จ่ายที่เกิดขึ้นจากการดำเนินการ Up skill/Re skill ให้แก่พนักงานเพื่อการพัฒนาทักษะเรียนรู้เสริมทักษะใหม่ๆ เพื่อรองรับการเติบโตในอนาคตให้เท่าทันต่อการเปลี่ยนแปลง ให้สอดคล้องกับตลาดแรงงานโลก เพราะเห็นว่าค่าใช้จ่ายที่เกิดขึ้นนี้ ต้องการให้นายจ้างสามารถนำไปหักลดหย่อนภาษีได้เป็น2เท่าถ้าเป็นไปได้ นอกจากนี้ ยังเสนอให้กระทรวงแรงงานพิจารณาในเรื่องของการนำเอาเงินชราภาพออกมาใช้จ่ายเพื่อการดำรงชีพของผู้ประกันตนม.33ของประกันสังคม เพื่อประโยชน์ในการครองชีพได้ ซึ่งทางสภาองค์กรนายจ้างผู้ประกอบการค้าและอุตสาหกรรมไทย ยินดีสนับสนุนทางกระทรวงแรงงาน เพื่อประโยชน์ต่อพี่น้องแรงงานต่อไป
On January 3, 2024, at 15.30 hours, the Labour Minister, Mr. Phiphat Ratchakitprakarn, welcomed the Chairman of the Employers’ Confederation of Thai Trade and Industry (ECONTHAI), Dr. Naowarat Songsawatchai and delegation on the occasion of congratulating and discussing considerations of adjusting the minimum wage rate and labour issues. The meeting took place at the Prasong Rananant meeting room, 5th floor, Ministry of Labour. The Permanent Secretary of Labour, Mr. Phairoj Chotikasatian, and the Ministry of Labour’s executives gave a welcome.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, said that the most important matter discussed today was about wages. He assured that all parties would receive the best outcome, with the rate being considered from all dimensions. The outcome would probably be as discussed in the meeting, which has already happened. On January 17, the Wage Committee will meet to consider appointing a subcommittee to improve the formula for calculating the minimum wage. This will include setting the minimum wage rate in a new way, looking at which occupations should have wages raised and which should not; it does not just take the entire province as a whole. The Labour Minister said that he would reflect on it as best he could and wished everyone peace of mind as he tried his best. After the conversation, he will invite the confederation back for discussion and look at how to minimize the impact on SMEs, as they account for over 80% of the workforce. He thanked everyone for the various suggestions provided.
The Chairman of the Employers’ Confederation of Thai Trade and Industry (ECONTHAI), Dr. Naowarat Songsawatchai, said that the Employers’ Confederation of Thai Trade and Industry (ECONTHAI) thanked the Labour Minister for providing the opportunity to meet and discuss. Today, they agreed with not adjusting the minimum wage to follow political trends. They were ready to propose that the government sector discuss with the Revenue Department expenses incurred from the up-skill/re-skill operations for employees in order to develop learning skills and enhance new skills to support future growth and keep pace with changes in the world market. It was seen that expenses incurred should allow employers to use as tax deductions at twice the value, if possible. In addition, the meeting proposed that the Ministry of Labour consider the issue of using pensions as living expenses of those insured under Section 33 of the Social Security for the benefit of living, which the Employers’ Confederation of Thai Trade and Industry is happy to support the Ministry of Labour for the benefit of the workforce.
