วันที่ 20 พฤศจิกายน 2566 นายเศรษฐา ทวีสิน นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการคลัง มอบหมายให้ นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานเปิดการประชุมใหญ่สมาพันธ์สหภาพแรงงานระหว่างประเทศระดับภูมิภาคเอเชียแปซิฟิก ครั้งที่ 5 โดยมี มิสเตอร์ เฟลิกซ์ แอนโทนี่ ประธานสมาพันธ์สหภาพแรงงานระหว่างประเทศ ระดับภูมิภาคเอเชียแปซิฟิก นายมานพ เกื้อรัตน์ เลขาธิการสมาพันธ์สหภาพแรงงานระหว่างประเทศ ระดับภูมิภาคเอเชียแปซิฟิกประจำประเทศไทย สมาชิกสมาพันธ์ฯ ผู้แทนองค์การแรงงาน ร่วมให้การต้อนรับ ณ โรงแรมมณเฑียร ริเวอร์ไซด์ กรุงเทพมหานคร
นายพิพัฒน์ กล่าวว่า ในวันนี้ท่านนายกรัฐมนตรีได้มอบหมายให้ผมมาเปิดการประชุมใหญ่ของสมาพันธ์สหภาพแรงงานระหว่างประเทศระดับภูมิภาคเอเชียแปซิฟิก ครั้งที่ 5 ที่ประเทศไทยเป็นเจ้าภาพ ที่มีวาระการประชุมที่สำคัญ อันเป็นการขับเคลื่อนกิจกรรมของสมาพันธ์สหภาพแรงงานระหว่างประเทศ
ซึ่งสมาชิกสหภาพแรงงานต่าง ๆ กว่า 40 แห่ง จาก 35 ประเทศในแถบภูมิภาคเอเชียแปซิฟิก มีสมาชิกกว่า 30 ล้านคน และเป็นที่น่ายินดีที่องค์กรแรงงานในประเทศไทย ได้มีส่วนร่วมเป็นสมาชิก ได้แก่ สมาพันธ์แรงงานรัฐวิสาหกิจสัมพันธ์ สภาองค์การลูกจ้างสมาพันธ์แรงงานแห่งประเทศไทย สภาองค์การลูกจ้างสภาแรงงานแห่งประเทศไทย และสภาองค์การลูกจ้างสภาแรงงานอุตสาหกรรมเอกชน ย่อมแสดงให้เห็นถึงความมุ่งมั่นในการมีส่วนร่วมพัฒนาขบวนการแรงงานให้เติบโตอย่างเข้มแข็งเป็นปึกแผ่น ในการรักษาไว้ซึ่งคุณภาพชีวิตและสภาพการจ้างที่ดีต่อผู้ใช้แรงงานในประเทศไทยและต่างประเทศ
นายพิพัฒน์ กล่าวต่อว่า ประเทศไทยมีการพัฒนามาอย่างต่อเนื่องทุกด้านทั้งภาคเกษตรอุตสาหกรรม และภาคบริการ มีแรงงานทั้งในและนอกระบบมากกว่า 39 ล้านคน รัฐบาลภายใต้การนำของนายกรัฐมนตรี นายเศรษฐา ทวีสิน ได้ให้ความสำคัญกับการส่งเสริมสิทธิแรงงานที่เป็นสิทธิมนุษยชน ให้แรงงานได้รับความเป็นธรรมในการทำงาน มีสภาพความเป็นอยู่และมีคุณภาพชีวิตที่ดี นอกจากนี้ รัฐบาลได้เตรียมรับมือผลกระทบจากความรุนแรงของสงคราม ตลอดจนการเข้าสู่สังคมสูงวัย โดยกระทรวงแรงงาน ได้ดำเนินการตามแนวนโยบายรัฐบาล ดำเนินการส่งเสริมพัฒนาให้แรงงานมีศักยภาพสูงมีคุณภาพชีวิตที่ดีให้พร้อมรับกับสถานการณ์ที่เปลี่ยนแปลง และให้สอดคล้องกับทิศทางการพัฒนาของประเทศ โดยผู้ใช้แรงงานมีงานทำและได้รับความคุ้มครองตามกฎหมายอย่างทั่วถึง มีความปลอดภัยในการทำงานมีระบบแรงงานสัมพันธ์ที่ดี ตลอดจนการสร้างและยกระดับการประกันสังคมแก่ผู้ใช้แรงงาน เพื่อให้ได้รับสิทธิประโยชน์สูงสุดมีรายได้ที่เหมาะสมสามารถดำรงชีพของตนเองและครอบครัว ได้อย่างมีความสุขมีความมั่นคงและมีคุณภาพชีวิตที่ดี
“กระทรวงแรงงาน ให้ความสำคัญกับสิทธิของผู้ใช้แรงงานที่จะจัดตั้งหรือร่วมเป็นสมาชิกของสหภาพแรงงาน สหพันธ์แรงงาน หรือสภาองค์การลูกจ้าง เพื่อเป็นผู้แทนสมาชิกของตนในเรื่องที่เป็นการแสวงหาคุ้มครองสิทธิประโยชน์ และยังเป็นตัวแทนสมาชิกเข้ามามีส่วนร่วมในองค์กรแรงงานระดับประเทศ ที่มีความมั่นคง มีการดำเนินการอย่างต่อเนื่องจนเป็นที่ยอมรับทั้งในและต่างประเทศดังที่ปรากฏจากการจัดประชุมใหญ่ที่ประเทศไทย ซึ่งกระทรวงแรงงานได้ดำเนินการเพื่อเป้าหมายคุ้มครองสิทธิแรงงานอันเป็นมาตรฐานขั้นพื้นฐานขององค์การแรงงานระหว่างประเทศ ในนามของรัฐบาล และพร้อมที่จะดำเนินการร่วมกับองค์การแรงงานในรูปแบบไตรภาคี เพื่อความร่วมมือยกระดับคุณภาพชีวิตของแรงงานของไทยอย่างยั่งยืนต่อไป” นายพิพัฒน์ กล่าวท้ายสุด
On November 20, 2023, the Prime Minister and Minister of Finance, Mr. Srettha Thavisin, assigned the Labour Minister, Mr. Phiphat Ratchakitprakarn, to chair the opening of the 5th International Trade Union Confederation – Asia Pacific Regional Conference. The President of the ITUC-AP, Mr. Felix Anthony, the Secretary-General of the ITUC-AP for Thailand, Mr. Manop Kuerat, confederation members, and labour organization representatives joined in the welcoming at the Montien Riverside Hotel, Bangkok.
Mr. Phiphat said that today, the Prime Minister assigned him to commence the 5th International Trade Union Confederation – Asia Pacific Regional Conference, hosted by Thailand. The conference has important agendas that drive the activities of the International Trade Union Confederation members, with over 40 trade unions from 35 countries in the Asia-Pacific region with over 30 million members. It is a pleasure to see labour organizations in Thailand participating as a member, including the State Enterprises Workers’ Relations Confederation, the Thai Trade Union Congress, the Labour Congress of Thailand, and the Labour Congress of the Private Industry, which has shown determination to participate in developing the labour movement to grow stronger and be united, to maintain a quality of life and quality employment conditions for workers in Thailand and abroad.
Mr. Phiphat continued that Thailand has continuously developed in every aspect, including the agricultural, industrial, and service sectors. There are over 39 million workers in and out of the system. The government, under the leadership of Prime Minister Mr. Srettha Thavisin, places great importance on promoting labour rights, which is a human right. It strives to ensure workers receive fairness in their work, have good living conditions, and have a good quality of life. In addition, the government has prepared to deal with the war’s effects and approach an aging society. The Ministry of Labour has undertaken efforts following government policy to promote and develop workers to high potential and have a good quality of life, ready to cope with changing situations. Its efforts are also in line with the direction of the country’s development. The workforce has worked and is thoroughly protected by law. There is also safety at work and a good labour relations system. It also strives to create and enhance social security for workers to receive the maximum benefits, have a suitable income to sustain themselves and their families, be happy, have stability, and have a good quality of life.
“The Ministry of Labour gives importance to workers’ right to form or become members of a labour union, labour federation or employee organization council, to represent their members in matters seeking protection of benefits, and participating in national labour organizations that are stable and have continuously operated to become accepted both at home and abroad. This is evident from the large conference held in Thailand. The Ministry of Labour has taken action intending to protect workers’ rights, which is the basic standard of the International Labour Organization, on behalf of the government, working together with labour organizations in a tripartite format to continue improving the quality of life of Thai workers sustainably,” Mr. Phiphat concluded.
