วันที่ 19 มกราคม 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ตรวจเยี่ยมพบปะให้กำลังใจผู้เข้ารับการฝึกอบรม ชมการสาธิตการฝึกอบรมหลักสูตรเทคนิคการขับรถลากจูง (ขนส่งวัตถุอันตราย) หลักสูตรผู้ควบคุมรถยกสินค้าขนาดไม่เกิน 10 ตัน ระดับ 1 การผสมเครื่องดื่มค็อกเทลจากสมุนไพร โดยผู้ผ่านการฝึกอบรมหลักสูตรการบริหารจัดการบาร์เทนเดอร์ชั้นสูง รุ่นที่ 1/2567 การทำเล็บ โดยผู้ผ่านการฝึกอบรมหลักสูตรการทำเล็บมืออาชีพสำหรับการประกอบธุรกิจ รุ่นที่ 2/2566 พร้อมเยี่ยมชมสวนเกษตรโครงการสวนเกษตรตามแนวทางปรัชญาเศรษฐกิจพอเพียง เยี่ยมชมอาคารปฏิบัติการโรงแรม โดยมี นางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน นายสมชาย มรกตศรีวรรณ อธิบดีกรมการจัดหางาน นายสมาสภ์ ปัทมะสุคนธ์ ผู้ตรวจราชการกระทรวงแรงงาน พร้อมด้วยผู้บริหารระดับสูงกระทรวงแรงงาน เข้าร่วม หัวหน้าส่วนราชการหน่วยงานสังกัดกระทรวงแรงงานจังหวัดเชียงราย และผู้เข้ารับการฝึกอบรม ร่วมให้การต้อนรับ ณ สถาบันพัฒนาฝีมือแรงงานนานาชาติเชียงแสน จังหวัดเชียงราย
นายพิพัฒน์ กล่าวว่า ปัจจุบันอุตสาหกรรมโลจิสติกส์และซัพพลายเชนเป็นอุตสาหกรรมหลักของประเทศที่มีแรงงานมากกว่า 2 ล้านคน เกี่ยวข้องกับกิจกรรมต่างๆ ทั้งด้านการขนส่ง การผลิตสินค้าและการบริการของประเทศ ตั้งแต่กิจกรรมการวางแผน จัดซื้อ คลังสินค้า การกระจายสินค้าสู่ผู้บริโภค ขั้นตอนกระบวนการศุลกากร การนำเข้า-ส่งออก โรงเก็บสินค้า หรือตู้คอนเทนเนอร์ ที่ส่งผลให้เกิดความต้องการคนทำงานที่มีทักษะฝีมือในการใช้เทคโนโลยีใหม่ๆ สำหรับด้านการขนส่ง ซึ่งหากได้พนักงานขับรถขนส่งสินค้าที่มีทักษะฝีมือ สามารถปฏิบัติงานได้ทันทีจะช่วยให้ธุรกิจดำเนินการได้อย่างต่อเนื่อง เป็นการช่วยลดต้นทุนด้านการพัฒนาบุคลากรและเพิ่มขีดความสามารถในการแข่งขันของผู้ประกอบการได้ดียิ่งขึ้น ทั้งนี้ ได้มอบหมายให้กรมพัฒนาฝีมือแรงงานซึ่งมีหน่วยฝึกอบรมเฉพาะทางด้านโลจิสติกส์คือสถาบันพัฒนาฝีมือแรงงานนานาชาติเร่งดำเนินการผลิตแรงงานให้มัทักษะในด้านดังกล่าวเพื่อป้อนสถานประกอบกิจการด้านการขนส่งต่อไป
นายพิพัฒน์ กล่าวต่อไปว่า ในวันนี้มีโอกาสมาเยี่ยมชมการฝึกหลักสูตร เทคนิคการขับรถลากจูง (ขนส่งวัตถุอันตราย) ซึ่งผู้เข้าฝึกส่วนใหญ่เป็นแรงงานนอกระบบและผู้ว่างงาน เดินทางมาจากหลายจังหวัดทั่วประเทศ ซึ่งการขับรถลากจูงต้องใช้ทักษะความชำนาญมาก จึงเป็นตำแหน่งงานที่สถานประกอบกิจการมีความต้องการแรงงานเข้ามาทำงาน ดังนั้นผู้ที่ผ่านการอบรมหรือขับรถประเภทนี้ได้จึงไม่ตกงาน ผู้ที่ผ่านการฝึกอบรมนักขับรถหัวลากแล้ว จะมีบริษัทเข้ามาสัมภาษณ์แนะนำตำแหน่งงานว่าง เพื่อรับเข้าทำงานทันที ซึ่งได้รับรายงานว่าที่ผ่านมาผู้ผ่านการฝึกมีงานทำ 100 % อย่างไรก็ตามได้เน้นย้ำให้กรมพัฒนาฝีมือแรงงานใช้แนวทางนี้เป็นโมเดลการฝึกอบรมในหลักสูตรอื่นๆ ด้วย คือต้องเตรียมตำแหน่งงานรองรับ ฝึกทักษะให้ตรงกับความต้องการของสถานประกอบกิจการ ผู้ผ่านการฝึกจะได้มีงานทำทันที
ด้าน นางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน กล่าวเพิ่มเติมว่า นางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน กล่าวเพิ่มเติมว่า การฝึกอบรมทั้ง 4 หลักสูตรดังกล่าว เป็นไปตามนโยบายของรัฐบาลที่มีเป้าหมายให้แรงงานมีทักษะฝีมือ มีอาชีพและมีรายได้ดูแลครอบครัว โดยผู้เข้าอบรมได้เรียนรู้ทั้งภาคทฤษฎีและปฏิบัติ อาทิ การฝึกอบรมการขับรถหัวลาก ได้เรียนรู้เกี่ยวกับความปลอดภัย อาชีวอนามัย สภาพแวดล้อมในการทำงาน กฎหมาย และระเบียบที่จำเป็นการขับขี่รถหัวลากพร้อมอุปกรณ์ส่วนควบ นอกจากนี้ ยังได้เข้ารับการฝึกอบรมจากสำนักงานขนส่งจังหวัดเชียงราย และสอบฝึกปฏิบัติขับรถบรรทุก เพื่อรับใบอนุญาตเป็นผู้ขับรถสำหรับลากจูงรถอื่นหรือล้อเลื่อนที่บรรทุกอีกด้วย ผลการดำเนินงานที่ผ่านมาตั้งแต่ ปี 2564-2566 สถาบันฯ ดำเนินการพัฒนาทักษะฝีมือด้านโลจิสติกส์แล้ว จำนวน 2,412 คน ซึ่งได้เข้าทำงานกับสถานประกอบกิจการในตำแหน่งพนักงานขับรถบรรทุกขนส่งสินค้าอันตราย มีรายได้เฉลี่ยต่อเดือน 35,000 บาทต่อคนต่อเดือน และในปี 2567 มีเป้าหมาย 260 คน ดำเนินการแล้ว 255 คน

The Labour Minister, Mr. Phiphat Ratchakitprakarn, visited Chiang Rai, highlighting the International Skill Development Institute, the specialized training center in logistics, tourism, and services. It aims to produce quality workers for business establishments, where 100% of those who finish training will have a job.
On January 19, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, paid a visit to meet and encourage the training participants. He also observed a demonstration of a training course in tow truck driving techniques (transportation of dangerous substances), a course for forklift operators of up to 10 tons, Level 1, and herbal cocktail mixing, with people who passed the training course on advanced bartending management, class 1/2024. He also observed a manicure course with people who have passed the training course on professional manicure for business, class 2/2023. He visited the agricultural garden project following the Sufficiency Economy Philosophy and the hotel operating building. The Department of Skill Development’s Director-General, Ms. Bubpha Rueangsud, the Department of Employment’s Director-General, Mr. Somchai Morakotsriwan, the Ministry of Labour’s Inspector-General, Mr. Samat Pattamasukon, and the Ministry of Labour’s executives joined the occasion. Heads of government agencies under the Ministry of Labour in Chiang Rai Province and trainees joined in giving a welcome at the Chiang Saen International Skill Development Institute, Chiang Rai Province.
Mr. Phiphat said that at present, the logistics and supply chain sector is the country’s main industry, with over 2 million workers involved in various ways in the transportation and national production of goods and services. The different activities include planning, purchasing, warehousing, distributing products to consumers, customs processes, imports and exports, and warehousing or containers. This results in the demand for workers with skills in using new technology. For transportation, a skilled freight transport driver, being able to work immediately, will help the business operate continuously. This helps reduce the cost of personnel development and increases the competitiveness of business operators. The initiative has been assigned to the Department of Skill Development, which has a specialized training unit in logistics. The Skill Development Institute in the international community is accelerating the production of workers with skills in these areas to supply transportation businesses.
Mr. Phiphat continued that today, he had the opportunity to visit the training course on techniques for driving a tow truck (transportation of hazardous materials). Most of the trainees were informal sector workers and unemployed and had traveled from many provinces throughout the country. Driving a tow truck requires a lot of skill and expertise. It is a job where businesses are in need of workers. As such, those who have completed training or can drive this type of vehicle will not face unemployment. For people who have completed tractor-trailer driver training, companies will approach them for interviews and recommend job vacancies for immediate employment. In the past, it was reported that 100 percent of those who completed the training were employed. It was emphasized that the Department of Skill Development should use this approach as a training model for other courses as well, that is, job positions must be prepared to support them with training them to have skills to meet the needs of businesses so that those who pass the training will have jobs immediately.
The Department of Skill Development’s Director-General, Ms. Bubpha Rueangsud, added that all four training courses mentioned are in line with the government’s policy that aims to provide skilled workers with a career and income to take care of their families. Participants learn about both theory and practice, such as training in driving a tractor truck, occupational safety, health, and working environment, and laws and regulations necessary for driving a tractor truck with attached equipment. In addition, participants receive training from the Chiang Rai Provincial Transport Office and take a truck driving practice test to get a driver’s license for towing other vehicles or wheeled loads as well. Results from 2021 to 2023 show that the institute has developed logistics skills for 2,412 people who have joined companies as truck drivers transporting dangerous goods. Such workers earn an average monthly income of 35,000 Baht. In 2024, there is a target to train 260 people, wherein 255 people have already been trained.
